NATURE OF POSITION
Assist in the development, implementation, and audit of safety programs, including Accident Prevention Program (APP), Occupational Safety and Health (OSH), Injury and Illness Prevention Program (IIPP), Hazard-Communications, Emergency Preparedness, and other Employee Safety and Environmental Health and Safety (EHS) programs.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Participate in the development and maintenance of worker safety and health plans; safety, security, and emergency management programs.
• Assist in identifying and assessing training needs; evaluate efficient and cost effective program content and methods of instruction.
• Research and develop written policies and procedures to implement provisions of WISHA/DOSH/OSHA and other regulations related to occupational safety and health; develop and maintain safety policy and procedure manual.
• Monitor health and safety legislative and regulatory changes; evaluate implications for Agency policies, programs, and operations; recommend changes to ensure compliance.
• Manage training activities with Operations Department for job specific employee training; coordinate logistics of program implementation.
• Observe, evaluate, and recommend improvements in teaching techniques of trainers.
• Review employee assessment and evaluations; maintain program training evaluations and records.
• Coordinate and implement schedule for annual and mandated training and testing.
• Develop and oversee the production of classroom handouts, instructional materials, job aids, and manuals.
• Investigate workplace incidents, safety complaints, and unsafe work conditions, following established guidelines and protocols.
• Inspect vehicle accident scenes, injuries, and property damage; collect and preserve evidence, prepare investigative reports; make loss mitigation recommendations.
• Identify risk reducing measures to avoid future accidents or injuries; recommend solutions; ensure resolution of issues/concerns.
• Administer and/or assist in the Agency’s claims management process; receive, monitor, and resolve claims or potential claims against the Agency, including citizen claims for damages and employee claims for on-the-job injuries.
• Conduct hazard assessments, safety reviews, audits, and inspections; perform testing for fire/life safety, safety certification, and transit operations.
• Perform ergonomic workstation evaluations ensuring configuration is appropriate, as necessary.
• Ensure compliance with Department of Licensing, Department of Transportation State and Federal laws, and the recordkeeping of training and medical certificates.
• Notify management regarding compliance concerns.
• Manage and maintain digital records and video libraries.
• Assume duties of Safety Manager when needed.
• Work with and maintain confidential information.
• Demonstrate regular and punctual attendance.
• Other duties as assigned.

KNOWLEDGE, SKILLS & ABILITIES

• Washington Industrial Safety and Health Act (WISHA), OSHA, Washington State Transit Insurance Pool (WSTIP), and Washington State Transit Association (WSTA) rules and requirements.
• Understand and apply Federal, State, and local laws, rules, codes, and regulations related to assigned activities, including occupational health and safety programs.
• Principles and practices of comprehensive transit system safety programs including safety training, environmental health and safety, accident investigation and hazardous waste.
• Familiarity with traditional and modern training methods, tools, and techniques.
• Experience in preparing and managing training, safety, security and emergency preparedness programs.
• Demonstrated ability to work well with a diverse group of employees and internal customers.
• Excellent problem-solving skills and the ability to proactively identify and support creative and viable solutions.
• Experience with accident investigation processes, methods, and techniques; hazard analysis procedures.
• Write clear, concise reports and documentation.
• React quickly and calmly in emergency situations and adopt an effective course of action within established guidelines.
• Utilize specialized software, digital records and video libraries, related to the functional area.
• Use history and databases to identify safety hazards prior to an occurrence.
• Establish and maintain cooperative relationships with those contacted during work.
• Learn new technologies, policies, procedures and guidelines established by professional organizations and/or governing agencies.
• Utilize office equipment and other relevant technology (software and systems) to meet business needs.
• Understand, follow, and communicate clearly and concisely, both orally and in writing.
• Work as a team member and independently; effectively apply organizational and time management skills; meet deadlines and comply with Agency policies.
• Exercise sound judgment in making decisions.
• Focus on tasks and recall details; handle frequent interruptions.

MINIMUM QUALIFICATIONS
Associate’s Degree in Business/Management, Safety Management, or related field from an accredited institution and three-years of experience in public transportation; or an equivalent combination of experience, training, and education. Must possess a valid driver’s license.

LICENSES, CERTIFICATIONS & OTHER REQUIREMENTS
Must obtain and maintain the following licenses and certifications for continued employment at BFT:

• First Aid and CPR certification; or ability to obtain within 180-days of employment.
• OSHA (10 or 30) Certification or obtain one within 180-days of hire.

PREFERRED QUALIFICATIONS
Bachelor’s Degree in Business/Management, Safety Management, or related field from an accredited institution. Experience in Environmental Health and/or Safety or related field.

PHYSICAL REQUIREMENTS
Generally sedentary in nature; occasionally stand and walk; intermittently kneel, stoop, bend and twist at the waist, and reach overhead; sit for long periods of time. Rarely kneel, crouch, or crawl. Occasionally lift, push/pull, or carry up to 40 pounds. Good vision to read print and computer screen. Hear and speak to communicate in person, before groups, and over the telephone. Manual dexterity of hands and fingers to include repetitive keyboarding, grasping and reaching to operate a computer keyboard, mouse and/or standard office equipment. Occasionally ascends/descends stairs and ladders while maintaining balance.

WORKING CONDITIONS
Work is primarily performed in an office environment where noise, distractions, and lack of privacy may be present. Occasional work may be performed in outside environment with exposure to traffic, dust, road noise, exhaust fumes and extremes of temperature. May by called upon to perform or assist in emergency care or first aid with potential exposure of bloodborne pathogens. Must wear personal protection equipment when necessary. Operate a motor vehicle. Must be available to work flexible hours including evenings, weekends and holidays as needed.
