We are currently recruiting for a technically proficient and detail oriented professional with seasoned expertise in transit scheduling to fill the highly specialized role of Scheduler on our Planning team in Lakewood.

The individual selected for this position will carry out the complex work of developing customer driven, cost efficient transit route schedules and operator schedules. They will also monitor current schedules and operations, and will make recommendations and/or implement changes as needed to ensure Pierce Transit is positioned to provide optimal service to our community.

The Scheduler plays a key role in support of the agency's mission. The ideal candidate will be adept at multi-tasking, have exceptional interpersonal skills and will derive satisfaction from bringing multiple data points together to create business solutions. Some of the regular duties will include:
  • Preparing detailed designs of transit route schedules including new services and revisions to maximize efficiency in the use of resources using HASTUS software.

  • Supporting the development of point-to-point running times for each route based on analysis of field observations,

  • Developing bus route schedules that are responsive to customer needs, reliable, and appropriately connected to the balance of the route network.

Essential Functions
The following functions are not intended to serve as a comprehensive list of all duties performed in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
  • Prepares final route schedules, driver assignments, driver route pages (paddles), and produces all information for a driver shake-up.

  • Develops vehicle assignment (blocking) schemes to minimize vehicle use and improve customer service.

  • Develops operator assignments that are cost effective and attractive to the work force (run-cutting) and fall within the restrictions of the collective bargaining agreement.

  • Prepares all necessary materials to post an operator shake-up and implement a service change including driver paddles.

  • Supports the development of point-to-point running times for each route based on analysis of field observations, CAD/AVL run time and on-time performance reports, operator feedback, transit signal priority data.

  • Working with the Planner Analyst/Data Specialist, prepares reports on passenger volumes and running time information.

  • Conducts field observations to obtain information on passenger volumes, running times, and connections.

  • Develops bus route schedules that are: responsive to customer needs, reliable, and appropriately connected to the balance of the route network.

  • Surveys proposed routes for safest, most efficient route and analyzes and suggests alternate routes when appropriate.

  • Develops route pattern variants and itineraries using HASTUS software.

  • Conducts detailed analysis of driver or passenger complaints about schedule connections, reliability and timing and recommends and implements changes as required and fall within the restrictions of the Collective Bargaining Agreement.

  • Responds to emails and meeting requests in a timely manner.

  • Collaborates with team members on solving issues proactively.

  • Employs quantitative problem-solving skills and software tools to produce optimal solutions.

  • Demonstrates regular and predictable attendance.

  • Performs other related duties as assigned.

Qualifications

Required:
Two (2) years' employment at Pierce Transit with an exemplary work record, or two years of work experience where the primary duties included transit scheduling utilizing scheduling software.

Desired:
  • Experience in the development and design of transit route schedules.

  • Experience with scheduling software and relevant technology platforms. Experience with programming languages, software applications development, and/or relational databases.

Knowledge of and skill in applying:
  • Principles and practices of public transit scheduling and the components of general transit operations;

  • Agency operating rules and procedures;

  • Operator work rules stipulated by the Collective Bargaining Agreement;

  • Pierce County areas and roads;

  • Word processing, scheduling and other computer software

Skill in and ability to:
  • Focus on attention to detail;

  • Proficiently operate a personal computer and relevant software packages;

  • Employ basic math skills;

  • Use oral and written communication in a clear and effective manner;

  • Integrate self into a team environment;

  • Participate in joint problem solving and decision making;

  • Pass a training course on transit scheduling.

Education Requirements
Any required education must come from an accredited college or university whose accreditation is recognized by the U S Department of Education or the Council for Higher Education Accreditation (CHEA) or foreign equivalent.
