NATURE OF POSITION
Develop and maintain operating schedules (run cutting, trips, in-and-out service, and blocks) of fixed-route transit buses; to ensure service reliability and cost efficiency for transit operations based on BFT policy, service planning specifications, and Federal, State, and local laws and regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Lead in the development and improvement of operating schedules of fixed-route transit buses and in and out service, operational standards and performance guidelines.
  • Develop individual schedules, perform multiple vehicle blocking, run-cutting, and rostering to conform to labor agreements, available resources, and man hour requirements.
  • Prepare, analyze, and maintain operating schedule and traffic surveys; compile data for statistical records and reports.
  • Analyze and develop solutions for various types of scheduling problems based on service change recommendations and internal and external service requests.
  • Assist, evaluate, recommend, and implement recommended industry-standard software platform for scheduling and run-cutting.
  • Evaluate, recommend, and assist with procuring recommended industry-standard software platform for scheduling and run-cutting; assist with implementation of endorsed software.
  • Prepare bid sheets for shakeup for drivers to bid on work schedules; ensure that bid sheets are posted in a timely manner per the collective bargaining agreement.
  • Create and develop nodes, schedules, block trips, run cuts, and refine work utilizing scheduling software.
  • Analyze and evaluate on-time performance, operation run times, traffic surveys, and data, schedule adherence, layover/recovery time, and run-time variances.
  • Adjust route scheduling and interlines to achieve optimal balance between on-time performance and layover time; recommend modifications when necessary.
  • Assess operator and equipment availability for recommended schedules.
  • Identify and recommend cost reduction solutions to maximize operational efficiency.
  • Prepare reports, policies, procedures, correspondence and other documents.
  • Evaluate and make recommendations for fixed-route services, special events, emergency services, and detours.
  • Provide regular reports on program status and progress.
  • Maintain accurate records, files, and contact information.
  • Ensure all applicable federal, state, and local laws and regulations are followed.
  • Respond to community needs both proactively and as needed; identify service solutions required to meet community requests.
  • Work with and maintain confidential information.
  • Demonstrate regular and punctual attendance.
  • Other duties as assigned.

KNOWLEDGE, SKILLS & ABILITIES
  • Principles and practices of transit industry standards for scheduling of fixed-route services.
  • Knowledge of public transportation infrastructure and operations including network development, service scheduling and development of vehicle and operator work assignments.
  • Principles and practices of cost-effective schedule writing, blocking, run-cutting, and rostering.
  • Understand theory and practices of data collection, statistical analysis, report generation, and performance analytics.
  • Understand collective bargaining agreement as it relates to operator assignments and pay issues.
  • Establish and maintain cooperative working relationships with the public and other community partners and stakeholders.
  • Analyze and evaluate complex situations; recommend and implement effective improvements.
  • Understand and apply Federal Transit Administration regulations and guidance related to assigned activities.
  • Interpret and apply Federal, State, and local regulations governing public transit systems.
  • Proficient in defining problems, collect data, establish facts, and draw valid conclusions.
  • Work both as a team member and independently; applies organizational and time management skills; meets deadlines and complies with Agency policies.
  • Establish and maintain cooperative working relationships with the vendors, staff, and the public.

MINIMUM QUALIFICATIONS
Bachelor’s degree in business, urban and regional planning, or related field and two years of experience in scheduling, service planning, or transportation operations or an equivalent combination of experience and education. Must possess a valid driver’s license.

LICENSES, CERTIFICATIONS & OTHER REQUIREMENTS
None.

PREFERRED QUALIFICATIONS
Five years of experience in scheduling, service planning, or transportation operations; experience with Trapeze scheduling software.

PHYSICAL REQUIREMENTS
Generally sedentary in nature; occasionally stand and walk; intermittently kneel, stoop, bend and twist at the waist, and reach overhead; sit for long periods of time. Rarely kneel, crouch, or crawl. Occasionally lift, push/pull, or carry up to 40 pounds. Good vision to read print and computer screen. Hear and speak to communicate in person, before groups, and over the telephone. Manual dexterity of hands and fingers to include repetitive keyboarding, grasping and reaching to operate a computer keyboard, mouse and/or standard office equipment.

WORKING CONDITIONS
Work is primarily performed in an office environment where noise, distractions, and lack of privacy may be present. Operate a motor vehicle.
