Are you looking for a new challenge with a growing company? ACI's location in Phoenix, AZ is looking for a motivated Assistant Safety and Training Manager to join our expanding team.

SUMMARY:
The Assistant Safety and Training Manager assists in administering and supporting the implementation of all company efforts to enhance passenger and employee safety as well as training employees and contractors. Responsible for assisting safety administration, enforcement, and training services. Helps to ensure compliance with all safety provisions of the contract, including the contractor’s PTASP, SMS, OSHA, AOSHA, and other agency and industry safety requirements and standards. Shall be physically present on the worksite to provide safety surveillance and supervision. Shall also work closely with the agency’s Safety & Training Manager, in addition to other agency and oversight officials.

Essential Duties and Responsibilities of the Assistant Safety and Training Manager include, but are not limited to, the following:
  • Assist with oversight, focus, and enforcement of safety regulatory compliance.
  • Maintain thorough, up-to-date understanding of all relevant regulation and legislation.
  • Disseminate regulatory rulemakings and decisions to appropriate organizational managers.
  • May represent the company and provide liaison with Valley Metro, FTA, SSOA, OSHA, and other applicable agencies.
  • Assist in the oversight of the Company’s “Defensive Operation Program”, helping to establish annual goals for the company in order to reduce LRV/automobile accident rates.
  • Assists in the development and growth of the Safety Rules Compliance Program (SRCP) to support the company’s strategic objective to improve safety and reduce accidents.
  • Assist in representing the company with Valley Metro in jointly developed system safety committee and Accident Review Board with Valley Metro management.
  • Assist in managing training programs for operators, supervisors, and Line Controllers including operator certification and recertification.
  • Assist in training for third-party track access.
  • Assist and manages efforts to ensure compliance with USDOT medical certifications requirements.
  • Helps in identifying, developing and implementation of policies and programs in compliance with all applicable federal, state, and local laws, regulations, policies and directives including safety and emergency contingency plans.
  • Promotes a “Culture of Safety” – manages safety activities, i.e. determines appropriate abatement actions, vehicle operations, safety sign/barricade erection and placement, and ensures that an overall “safety first” attitude is maintained and demonstrated by all employees throughout the project.
  • Stops any worksite activity when, in his/her opinion, this action is warranted for the protection of life and/or property.
  • Assist in investigations of all accidents/incidents, prepares written reports and prepares immediate/appropriate corrective actions as needed. Reports as a minimum shall contain findings including causal factors, environmental considerations, physiological factors, nomenclature involved (if applicable), photos, witnesses’ statements, drug test verification, and recommendations designed to prevent reoccurrences.
  • Provides timely reports in writing of any observed unsafe conditions or practices, or violations of job security regarding safety issues, and initiate corrective actions. Helps to ensure that adequate first
  • aid supplies are available at the job site and that personnel are qualified to administer first aid as required in the contract.
  • Retains knowledge of current availability of first aid and emergency treatment for injured employees, ensuring all personnel are aware of emergency procedures, e.g. telephone numbers, locations of first-aid equipment, etc.
  • Assists in creating safety posters, accident prevention signs and other safety literature to employees and subcontractors.
  • Conducts and documents Safety Rules Compliance Program audits of the operation.
  • Assists in maintaining a database of accidents by category for analysis and safety mitigation.
  • Assists in maintaining a database of certification’s/recertification’s of all safety-sensitive employees.
  • Helps in preparing trend analysis and reports to support management initiatives to improve safety and eliminate hazards.
  • Maintain certification to operate LRVs and performs other duties as assigned.

Qualification for the Assistant Safety and Training Manager:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the specific knowledge, skills, and/or abilities required.

Education and/or Experience:
Bachelor's degree (B.A. or B.S.) from a four-year accredited college or university and at least five years of experience in the rail transit industry. Extended work experience may be substituted for education, if appropriate. Has attended formal safety-related course work, TSI Certified Safety Professional.

Language Skills:
Ability to speak, read and write English in a work setting. Ability to read, and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of the organization.

Mathematical Skills:
Ability to work with mathematical concepts including but not limited to proficiency in adding, subtracting, multiplying, and dividing all units of measure. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Ability to compute ratio, rates, percentages and able to draw and interpret graphs and tabular data sets.

Reasoning Ability:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Certificates, Licenses, Registrations:
Must successfully complete train operations training program and Train Operator recertification annually. Possession of a valid driver’s license and a valid DOT certification and any other certificates, licenses and registrations as required by law to perform the specified functions.

The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, and the ability to adjust focus.

While performing the duties of this job, the employee is occasionally exposed to moving mechanical parts and outside weather conditions. The noise level in the work environment is usually moderate.
