The Regional Transit Authority gets people moving around New Orleans. Our transit services bring hard-working commuters to their jobs, students to their schools and fun seekers to entertainment, shopping areas and restaurants. We provide mobility to residents of the city as well as tourists, taking them to and from their hotels to historical neighborhoods and countless attractions. RTA’s system includes five streetcar lines, 34 bus routes, two ferry routes and paratransit services. Our passengers take more than 19 million rides every year.

Administrative Analyst

JOB SUMMARY
Directs RTA's Civil Rights, Equity, Diversity & Inclusion Programs, including Title VI, Title VII, EEO (Equal Employment Opportunity), and/or Accessibility and receives, investigates, and recommends resolutions to complaints of discrimination in employment, public accommodation, contracting and the provision of RTA services, filed with RTA’s Office of Civil Rights & Inclusion under federal, state and local civil rights laws and regulations.

Performs a variety of professional duties in support of RTA priorities, including equal employment opportunity compliance, federal reporting, and the research, development and implementation of leading edge equity programs. Provides information and assistance to RTA employees, managers, contractors, and the general public on policies and procedures in program areas.

  • Provides executive direction and management of RTA's Diversity and Economic Opportunity Department/Programs implementation and administration; establishes and develops policies, goals, and strategies
  • Collaborates with all areas of RTA to integrate diversity, equity and inclusion principles
  • Reviews current practices and policies, assessing and analyzing the extent to which they support or hinder agency-wide diversity, equity and inclusion initiatives
  • Provides leadership in the creation and delivery of agency-wide diversity, equity and cultural competency training programs with oversight of limited English proficiency programs
  • Ensures required FTA Triennial documentation is current, accurately documented and well organized pertaining to EEO programs and required EEO elements to confirm compliance
  • Plans and participates in the investigations of job applicant, the public, and employee discrimination complaints; interviews involved parties; communicates with employees and management to resolve issues and facilitate counseling as needed
  • Receives and responds to complaints of discrimination, conducts case investigations to determine whether discrimination has occurred, resolves cases through analysis of facts, and negotiates settlements or prepares formal complaints and appeals, maintains complaint logs and records and prepares appropriate status reports
  • Prepares necessary correspondence and facilitates/coordinates any subsequent investigation from the EEOC and/or DOL.
  • Develops recommendations based on investigation results; prepares findings; and negotiates and monitors predetermination settlements and conciliation agreements
  • Responds to inquiries and complaints from the public regarding the status and conduct of investigations
  • Develops and presents company-wide Equal Employment Opportunity training programs including sessions on lawful selection procedures, prohibited conduct, Americans with Disabilities Act, and new hire orientations; researches and evaluates training options and materials; interprets company policies and procedures
  • Develops metrics for measuring the effectiveness of diversity, equity and inclusion strategies and implements accountability benchmarks through data collection and trend monitoring
  • Partners with non-profits, the business community, elected officials and others to identify and recommend infrastructure needs to support diversity, equity and inclusion initiatives for underserved members of the community
  • Provides information and technical assistance to departments, private employers, commissions and members of the public regarding the requirements of civil rights laws
  • Interfaces with internal and external clients, including local, state, and federal representatives, in support of RTA outreach events; coordinates with various RTA departments leads and heads to garner all logistical needs for successful events
  • Complies and analyzes data on hiring, separations and promotions; participates in recruitment activities maintains computer reports for employee tracking activities; prepares reports for management as needed
  • Participates in the implementation of programs to promote and enhance Disadvantaged Business Enterprise participation; assists contractors with certification interviews; provides recommendations for the certification interviews; provides recommendations for the certification of businesses as appropriate.
  • Provides information and general assistance to executive staff, other departments, and the public regarding EEO and DBE policies and procedures
  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of RTA are carried out

KNOWLEDGE, SKILLS & ABILITIES
  • Knowledge of the principles, practices, rules, regulations, and laws related to RTA
  • Basic principles and practices of Equal Employment Opportunity, Affirmative Action rules and regulations, and disadvantaged business enterprise (DBE) programs
  • Theories, principles, and practices of human resources management as they relate to the assigned unit, e.g., recruitment, selection, compensation, health and welfare services, disability compliance, labor relations and Collective bargaining agreements
  • Applicable local, state, and federal laws, rules, and regulations governing human resources management for a public agency
  • Basic methods and techniques used in conducting research, analyzing data and report preparation methods
  • Basic investigative techniques, complaint resolution, analyzing situations and identifying problems exercising sound judgment in making decisions

EDUCATION
Bachelor's Degree in Business Administration, Human Resources management, Industrial Relations, Public Administration, or a related field

Master’s Degree preferred

EXPERIENCE
Seven (7) to ten (10) years’ experience performing work in civil rights compliance, advancing diversity, equity and inclusion - or a related field.

LICENSING REQUIREMENTS/DEMANDS
A valid Louisiana Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions

Must submit to criminal background check the results of which must meet hiring criteria for the role.

WORK ENVIRONMENT/PHYSICAL DEMANDS
Prolonged periods of sitting at a desk and working on a computer. Must be able to lift up to 15 pounds at times. Normal office environment.
