JOB SUMMARY
The Infrastructure Project Manager serves as a project or program manager for a variety of facilities, construction, and infrastructure projects, including FEMA, FTA or state-funded projects.

ESSENTIAL FUNCTIONS

  • Provides highly skilled technical, management, and decision-making advice and assistance to RTA management and personnel. RTA point of contact on assigned programs or projects.
  • Assists in developing departmental plans, goals, objectives, policies, and audit procedures.
  • Assembles, coordinates and manages multidisciplinary technical review teams made up of contractors and professional staff from RTA departments, governmental jurisdictions, utilities, etc.
  • Responsible for special projects related to equipment, facilities and grounds. Lays out project or program plans; facilitates and troubleshoots a myriad of problems associated with building or rebuilding facilities, repairing damage, or developing/repairing systems, subsystems and equipment.
  • Coordinates design, right-of-way clearances, construction, and development of RTA facilities and transit projects including management of project funding within requirements of grant timelines and funding streams.
  • Establishes and maintains liaison as required with boards, committees, neighborhood groups, and commissions. Responds to inquiries from affected property owners, tenants, stakeholders, and the public and provides information pertaining to the status of projects undergoing review.
  • Chairs various project review, pre-submittal, status, and construction meetings. Takes action to keep program or project on schedule and within budget—without compromising quality.
  • Oversees procurement and management of design and construction for assigned projects. Works closely with procurement personnel to bid, award and manage contracts and subcontracts. Works closely with grants department and other stakeholders to ensure compliance and success including audits.
  • Manages contracts for outside services/vendors and oversees projects. Develops, negotiates, and maintains contracts with vendors to provide services related to facilities, management, and equipment maintenance. Coordinates and oversees repair and maintenance projects with vendors and contractors.
  • Plans and coordinates internal move and sets timelines for building improvement and construction activities. May coordinate efforts and act as point of contact for Disaster Recovery plans. Directs renovation projects, which may include vendor sourcing and management, licensing, budgeting and expense tracking and reporting.
  • Coordinates schedules of staff and other key stakeholders. Provides supervision and guidance to all assigned staff.

KNOWLEDGE, SKILLS & ABILITIES
  • Knowledge of technical, contractual, and administrative aspects of all phases of project management.
  • Must work within all related codes, guidelines and regulations necessary for a variety of civil engineering and facilities improvement projects.
  • Must know how to facilitate and communicate with stakeholders in a multidisciplinary environment.
  • Must have ability to organize, understand, write, and manage contracts, governmental project worksheets, and grants to successful completion and closure—including audits.
  • Must be able to interpret regulations and to communicate with others; read detailed blueprints; establish and maintain effective working relationships with fellow employees, commissions, boards, federal, state and local government agencies, contractors, builders, and the general public
  • Must demonstrate proficiency in both oral and written communication and contract management; operate computers using standard word processing and spreadsheets, as well as related construction software such as Microsoft Project and other platforms; must understand and apply related federal, state, parish, and city regulations.
  • Knowledge of ERP (Enterprise Resource Planning System)
  • Read, write, speak, and understand English

EDUCATION
Degree in Engineering, construction or equivalent.

EXPERIENCE
A minimum of seven (7) to ten (10) years recent supervisory-level experience in contracts, grants, and/or construction management, including project management or a related field; or any equivalent combination of experience and training that provides the required knowledge, skills and abilities

LICENSING REQUIREMENTS/DEMANDS
  • A valid Louisiana Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
  • Project Management Professional Certification
Must submit to criminal background check, the results of which must meet hiring criteria for the role.
