Position Purpose and Objectives
The Planning & Special Projects Manager is the primary resource for all route planning and service development activities. The P&SP Manager will research create and maintain routes, schedules, strategic plans, regulatory plans and associated peripheral software used for these purposes. The P&SP Manager is also the primary project manager for operations related implementations and projects.

Essential Job Functions
  • Develops and updates strategic operational plans for the development and improvement of transit services.

  • Gathers, interprets, and prepares data, reports and recommendations. Researches, maintains and applies knowledge of the transportation service market, the factors that influence travel decisions, and the potential for development of new or different services.

  • Evaluates route effectiveness through conducting on-board and ridership surveys and prepares summary reports.

  • Uses GIS to obtain demographic data for reporting purposes and produces maps for routing and special projects.

  • Develops service plans using software, tools and techniques.

  • Works with Operations and Information Technology to modify and update scheduling data.

  • Maintains raw schedules, paddles, and other internal and public planning resources in print and electronically.

  • Provides technical and professional information to the Board of Trustees, agency staff and other officials, as required; attends transit Board or committee meetings as required; provides information and makes public presentations to boards, commissions, agencies, citizens, civic groups, the media, and the general public.

  • Represents Bcrta and acts a liaison with local metropolitan planning organization and other agencies as needed.

  • Collects, compiles and evaluates information for service proposals, including projection of miles, hours, cost, ridership and revenue changes.

  • Reviews public ridership guides for accuracy and completeness.

  • Monitors ridership; prepares technical reports, such as ridership trends, census statistics, and farebox data, for managerial review and consideration by senior staff.

  • Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned areas to assure sound fiscal control.

  • Understands the market for transportation services, the factors which influence travel decisions, and the need and potential for the development of new, improved, or different services.

  • Identifies opportunities for improving service to the public. Conducts research, analysis and prepares documentation regarding transit industry practices and standards to evaluate policies and plans and provide recommendations for improvements.

  • Manages and maintains technical systems related to planning and scheduling including, but not limited to, real time AVL, GTFS, head sign databases etc.

  • Coordinates bus stops signage and amenities in concert with Bcrta staff and in accordance with Bcrta’s Title VI policy and best practices.

  • Coordinates new service implementations, operational technology implementations, and other cross-departmental projects.

  • Partners with Finance Department to address National Transit Database requirements and complete sampling as needed.

  • Maintains, updates and ensures compliance with Federal policies and programs such as Title VI and the Triennial Review process.

  • Collaborates effectively with other managers and departments.

  • Reports absences and vacations as required.

  • Attends meetings as required. Participates in appropriate professional development to maintain and improve professional knowledge.

  • Acts as an ambassador of BCRTA by always promoting a positive image.

Experience
Knowledge of transit policy and strategic and operational planning methods, including their formation, process of adoption, and implementation; fundamentals of statistics, including the ability to describe a standard deviation and understand interval data; strong working knowledge of relational databases, including the ability to manipulate, correlate, and extract meaningful information from such databases.

Education
Graduation from an accredited four-year college or university with a degree in Business Administration, Urban Planning or a closely related field; and three (3) years transit planning experience or equivalent GIS proficiency; or an equivalent combination of education and/or experience that demonstrates possession of the above-mentioned knowledge, skills and abilities.

LICENSES/CERTIFICATIONS
Valid State of Ohio Driver’s License with no more than four points required at time of hire.

Successful completion of previous employment verification, criminal background investigation.
