Summary of Job:
Under the general direction of the AVP/Chief Mobility and Operations Support Officer, this position is responsible for developing, leading and implementing effective and documented programs that support the safe, secure, effective, and efficient operation of the JTA contracted paratransit services, alternative services (Connexion Plus, Ferry, Readi-ride, Express services etc.), Service Planning and Operations Support Service. This position is responsible for effective employee management, appropriate and effective contract oversight, administrative management, and the support of the Operations Division as pertains to Board/ ELT presentation/preparation, attendance monitoring, policy and procedure management, budget preparation and monitoring, and operating data/report management. The incumbent creates, leads and supports a culture of respect, productivity, ownership and accountability of and by the workforce engaged in providing the subject work.

Essential Job Functions:
  • Provides highly responsible and complex management, strategic thinking and policy.
  • Serves as program manager for service development initiatives.
  • Participates in updates to and monitoring the implementation of various JTA ridership development and service efficiency programs.
  • Develops and maintains positive relationship and partnership with key local, state and federal agencies.
  • Advances regional transportation planning and services.
  • Engages in extensive public outreach to secure public input to incorporate into agency plans.
  • Responsible for the overall design of the transit network to efficiently and effectively serve the Authority’s designated service area.
  • Oversees the development of plans to incorporate premium transit services in long-range system plan, including oversight of the Bus Rapid Transit program.
  • Coordinates with Transit Operations to ensure seamless integrations between transit route planning and scheduling.
  • Reviews transit system performance and establishes benchmarks, performance measures and minimum performance criteria for all transit services.
  • Develops near-term and long-term strategies to improve transit system performance.
  • Coordinates agency-wide capital needs to formulate long range needs plans to be utilized in the development of a five-year agency capital plan.
  • Identifies key transit and roadway capital needs to be advanced into project planning and project development.
  • Develops local community partnerships by participating in the local planning process.
  • Evaluates and refines service proposals to ensure financial feasibility and successful implementation.
  • Oversees the development of the Transit Development Plan and ensures timely submittal as required by the Florida Department of Transportation.
  • Coordinates with Transit Operations to ensure successful implementation of the Transit Development Plan.
  • Serves as the Authority’s representative before the North Florida Transportation Planning Organization’s Technical Coordinating Committee.
  • Oversees and coordinates General Engineering Consultant work in support of transportation planning tasks.
  • Performs mandatory storm/disaster job related functions that are essential to the Continuity of Operations Plan (COOP) and/or the EOC.

Compliance:
  • Responsible for completing all mandatory training classes.
  • Responsible for reviewing and complying with all JTA policies, procedures and directives.
  • Conforms with all safety rules and wears/uses all appropriate safety equipment.

Position Profile

Required/ Preferred Experience:
  • A Bachelor’s degree in Transportation, Urban Planning, or closely related field and a minimum of seven years experience in transportation policy and planning.
  • An advanced degree is preferred with prior public transportation experience.

  • Ability to use Geographic Information Systems in support of sound transportation planning.
  • Ability to discuss and present abstract concepts to others in an understandable manner.
  • Ability to analyze data and make recommendations accordingly.
  • Ability to work a flexible schedule.
