Pierce Transit is recruiting for a seasoned and high performing professional with proven success in program management to serve as the next Budget Supervisor.

In this role, you will be responsible for the Agency’s budget and data analytic functions as well as provide a basis for operational, financial planning and managerial control through development, administration, monitoring and maintenance of a comprehensive agency budget plan, six-year financial plan and cost allocation model. The Budget Supervisor also leads the data analytics functions to support data driven business decisions and improve operational efficiencies.

Essential Functions
The following functions are not intended to serve as a comprehensive list of all duties performed in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties:
  • Manages the Cost Allocation Model for the agency: Works with Sound Transit to develop methods and procedures for allocating costs to travel modes, develops annual budget for Sound Transit contract and reconciles budget to actual costs.
  • Develops and manages the Agency's annual budget; works closely with Executive Team and managers in the formulation, development and maintenance of their annual budgets; identifies budget concerns and potential overruns and makes recommendations to department managers regarding actions needed; plans, organizes and coordinates assigned functions regarding budget, cost modeling and financial forecasting.
  • In cooperation with Agency departments, develops and implements the Agency's Long-Range financial plan; provides input and recommendations to the Executive Team to determine and set overall Agency strategy, policies, and goals; develops economic and planning assumptions; coordinates and provides input to the Executive Team and Leadership Team to review and set overall Agency budget strategy, policies, and goals in conjunction with the Agency Strategic Priorities and Long-Range financial plan.
  • Coordinates the development of budgets, revisions and amendments; and maintains documentation for audit and retention purposes and preparation of Agency financial documents.
  • Trains, supervises, and evaluates the performance of assigned personnel; counsels and disciplines employees as appropriate; provides staff development opportunities; interviews and recommends personnel for selection.
  • Prepares and analyzes contract negotiation information including gathering union wage and non-mandated benefit information; analyzes impact on various labor settlement options; develops and provides FTE requirements; prepares wage and benefit estimates, both year-end and budget year; reviews personnel action forms for budgetary compliance; monitors staffing requirements through position control; provides personnel summary reports.
  • Provide budgetary information and analysis for required Federal and State reports, such as NTD.
  • Acts as budget subject matter expert on internal and external committees. Acts as Pierce Transit's liaison for budget and cost allocation relationships, particularly with Sound Transit. Acts as an SME to agency staff to provide advice, recommendations, and solutions relating to budget activities.
  • Works safely and cooperatively with co-workers and the public.

Bachelor’s degree in Accounting, Finance, Business Administration or a related field and Six (6) years of experience with budget development and administration, to include supervisory experience.

Public sector experience desired
