SUMMARY/OBJECTIVE
The Services and Data Coordinator is responsible for providing data management and analysis expertise in all areas of transit planning and operations, facilitating evidence-based decision making, and achieving continuous improvement of transit planning and operations processes. This position organizes and coordinates the collection, compilation and dissemination of data internally and externally. The Services & Data Coordinator assembles and prepares data in user-friendly formats to encourage its greater use in public information and decision making, and is also responsible for the development and maintenance of service scheduling data to ensure its free flow to various AAATA systems requiring timely and accurate information (i.e. CAD/AVL, payroll, fare boxes, etc.). Responsibilities also include working with users of information to develop and analyze additional data necessary in downstream systems; conducting detailed analysis and making recommendations to support evidence-based decision making; and developing standard processes, templates and documentation to facilitate data collection, analysis and reporting.

Accountabilities and Essential Functions
1. Manage and maintain various AAATA systems that generate, transfer and store data:
  • Manage AAATA’s scheduling system (Trapeze FX/Blockbuster), CAD/AVL system (Clever Devices), and fare collection system (GFI).
  • Coordinate with IT and suppliers to maintain the functionality and integrity of these systems.
  • Coordinate with IT, Bus Operations, Fleet Services, and other departments to maintain system operation and to ensure interfacing capabilities.
  • Manage the processing of raw data into information, working with users to determine their data retention requirements. Develop, review and make recommendations on data collection and analysis requirements.
  • Integrate existing and emerging data mining and analysis techniques, technologies, and best practices to facilitate evidence-based business decisions.
2. Develop and update transit schedules, vehicle assignments, and other service-related informational materials:
  • Develop, maintain and update detailed service schedules, route maps, and stop locations in AAATA’s scheduling system (Trapeze).
  • Create vehicle assignments in the scheduling system to ensure maximum efficiency of equipment usage and allocation.
  • Maintain and update detailed services, maps, stop locations, announcements, and signs in AAATA’s CAD/AVL system.
  • Assist in the development of maps, graphics, timetables, and other descriptive printed, digital, and visual materials to be utilized in public information or program presentations.
3. Lead data mining activities to generate accurate and useful information, and support evidence-based decision making:
  • Oversee data produced by various AAATA systems, reviewing for accuracy and reasonableness. Analyze, identify and correct issues with underlying source data.
  • Maintain and organize data collected by various AAATA departments, including Bus Operations and Fleet Services to ensure availability of information and timely responses to data requests.
  • Coordinate the integration of financial data with service data to produce useful performance measures for business users across the organization.
  • Develop geographic and spatial data using GIS (geographic information system) software.
  • Collect and compile relevant external data and documentation from a wide variety of sources and manage requests from other agencies to provide AAATA operating data.
  • Work with IT Department to develop, maintain and promote standard processes, templates and documentation related to data collection and analysis to ensure consistency and improve overall productivity, achieving continuous improvement in business processes.
4. Assist in the service planning function through service monitoring and data analysis:
  • Conduct analyses using both internally and externally generated data, such as ridership and on-time performance, to evaluate and improve various aspects of AAATA’s services.
  • Assist in the internal review and analysis of potential or planned service changes and improvements, including materials preparation, compilation of inputs, detailed analysis, and the development and evaluation of alternatives.
  • Compare AAATA performance with that of selected peer transit agencies in a variety of categories and assist in the development of strategies designed to improve AAATA’s performance.
  • Support transportation planning studies requiring research and analysis in the coordination and development of transportation projects and programs implemented by AAATA.
  • Work with AAATA staff in responding to road construction and other disruptive events requiring temporary service adjustments and maintain a mechanism to coordinate and document responses and actions.
5. Develop and deliver reports to facilitate service monitoring, review and analysis as well as public, Board and regulatory-related reporting:
  • Periodically produce standardized reports for use by staff and the Board of Directors to support decision making.
  • Participate in the preparation and submission of periodic reports required by the Federal Transit Administration (including the National Transit Database), Michigan Department of Transportation, Southeast Michigan Council of Governments, Washtenaw Area Transportation Study, and other public agencies.
  • Review and update service-oriented informational materials on a regular basis to ensure accuracy, consistency and completeness.
  • Assist in the organization and maintenance of public information available on the AAATA website.

Knowledge, Skills, and Abilities:
  • Bachelor’s Degree in Information Technology, Mathematics, Statistics, Urban Planning, Transportation planning/engineering, Business, Economics, or a related field.
  • Minimum of 2 years or more experience in Transit Planning, Operations or a similar field highly desired.
  • Minimum of 5 years’ progressive experience working with data combined with a background in statistical methods highly desired.
  • Familiarity with reading and creating transit schedules and blocking highly desirable.
  • Excellent analytical and problem-solving skills. Aptitude for and ability to understand and utilize various computer software and hardware in order to interpret, gather, process, analyze, use, and disseminate data, maps, graphics, charts, and other information.
  • Ability to retain and attend to detail in order to ensure accuracy, coordinate activities, and to work on multiple concurrent projects in order to meet time deadlines for assignments or projects.
  • Ability to organize and interpret data in order to provide relevant and meaningful analysis of information and to prepare reports to achieve better understanding and usefulness of data.
  • Ability to understand and interpret statistical methods and research techniques applicable to the preparation of transportation planning studies, reports, and public information documents.
  • Extensive knowledge and experience in MS Office including Word, Excel, Access, and PowerPoint.
  • Knowledge and experience in Trapeze Scheduling software, GFI fare collection software, CAD/AVL (Clever Devices) software, and Geographic Information System (GIS) software preferred.
  • Ability to analyze transportation issues to develop and recommend appropriate responses and solutions.
  • Ability to learn and maintain up-to-date knowledge of planning techniques, developments in the transit industry, information software, and other information relevant to the duties of the position.
  • Excellent communications skills, both verbal and written.
  • Ability to work and participate effectively within a team environment.
