The Southeastern Pennsylvania Transportation Authority (SEPTA) is the sixth largest transportation system in the United States, with a vast network of fixed route services including bus, subway/elevated, trackless trolley, light rail, and commuter rail serving a 2,200 square mile service region.

We are currently seeking a Chief Transportation Officer in the Ops/Admin area responsible for directing and coordinating all activities of salaried and hourly employees engaged in the provision of Mass Transit - Bus & Light Rail Transportation.

  • Establishes Division goals and objectives, and work toward their accomplishment through coordination with other divisions and departments.
  • Manages operations in a manner that provides overall high level of service quality and customer satisfaction.
  • Ensures adequacy of manpower and training of employee complement in order to maintain efficient performance of scheduled passenger service.
  • Ensures that employees are dealt with fairly and equitably in compliance with labor agreements, and that in adequate performance and improper conduct are observed and corrected.
  • Directs the preparation of annual divisional budget and monitor and control budget expenditures.
  • Coordinates work activities with other divisions and/or departments to ensure efficiency of scheduled and non/scheduled passenger service.
  • Interprets Authority Policy and administrative directives and establishes divisional policies and procedures to implement them.
  • Makes recommendations and assists in negotiations for changes to applicable labor agreements.
  • Enforces safety regulations and implements safety programs.
  • Monitors daily activities and the performance of various operational activities and provides leadership and direction to subordinates to correct and improve problem areas and meet established goals.

  • Bachelor's Degree and a minimum of fifteen (15) years of increasingly responsible management/supervisory experience in mass transit - bus/light rail transportation operations required.
  • An equivalent combination of experience and education (i.e., two (2) years of related experience, equating to one (1) year of formal post high school education) may be considered in lieu of the above requirements.
  • Thorough knowledge of, and experience in the disciplines of public transportation, with respect to mass transit (bus/light rail) required to meet the above responsibilities required.
  • Ability to effectively present information to Senior Management, Board, and/or Public Groups required.
  • Experience interpreting and/or enforcing regulations related to union operations (collective bargaining agreements, grievances etc.), preferred.
  • Excellent computer skills required.
  • Candidates must have strong analytical, written and verbal communication skills.
  • Ability to establish and maintain effective relationships with staff at all levels of management and board of directors required.
