KL2 Connects LLC has been retained by Orange County Transportation Authority to recruit its next LOSSAN Deputy Managing Director. The LOSSAN Rail Corridor Agency is a joint powers authority that works to increase ridership, revenue, capacity, reliability, coordination, and safety on the coastal rail line between San Diego, Los Angeles, and San Luis Obispo. Reporting to the Managing Director, the Deputy Managing Director will help lead the Rail Corridor Agency and assist in establishing objectives, strategic plans, and policies.

The selected candidate will be: a “hands on” leader with great organizational skills and experience; technical knowledge of transportation and railroad issues; the ability to negotiate complex agreements with agencies, businesses, freight railroads, and AMTRAK; and the ability to work with small-to-large public agencies across the service corridor, present to and work with boards and the public, relate to operations personnel, help plan and oversee a post-Covid service recovery effort, and oversee compliance for complex multi-million dollar construction projects.

OCTA seeks a dynamic professional with strong leadership and interpersonal skills, a demonstrated capacity to lead multi-disciplinary teams in a complex organizational setting, and the ability to work independently on multiple program objectives. The chosen candidate will be expected bring a great deal of operational and technical savvy to the role and to hit the ground running.

The position requires any combination of education and experience equivalent to a bachelor's degree (advanced degree preferred) in business or management with a minimum of eight years of senior management experience.
