The Jacksonville Transportation Authority (JTA) builds roads, bridges, transit-oriented developments and complete streets projects in addition to operating transportation services. The JTA has also embarked on a first-in-the-nation Autonomous Vehicle Design, Build, Operate Maintain (AV-DBOM) Procurement for its Ultimate Urban Circulator Program (U2C). This signature effort and other innovative procurement, contracting and inventory processes require a customer-focused self-starter who is highly-motivated to deliver in a high-paced, high stakes environment. The JTA also manages the State of Florida Bus Purchase procurement over the next three years.

Under general supervision of the Senior Vice President/Chief Administrative Officer, this position is responsible for procurement activities related to equipment, materials, products, construction or services within the Procurement, Contracts and Inventory Department. Highlighted duties include planning, scheduling, monitoring and quality assurance of all procurement, contract and inventory activities; supervising, directing and evaluating staff; ensuring accountability and compliance with all current and applicable local, state and federal laws and regulations, and agency policies and procedure.

Essential Job Functions:
  • Provides leadership and oversight of the operations, functions, activities and staff performance in the procurement department which includes planning, coordinating, administering, and evaluating programs, projects, processes, procedures, systems, standards, and/or service offerings;
  • Works with leadership and department staff to evaluate strategies and develop innovative methods to meet customers' operational needs while achieving cost savings and improved efficiencies;
  • Identifies best practices in the procurement industry to formulate and implement strategic and operational plans to support the department's and the agency's goals;
  • Provides expert advice to leadership and management regarding acquisition strategies, planning, vendor management, contract management and contract execution. Provides expert advice to the technical evaluation team in source selection strategy and assists in developing evaluation reports and other required documentations;
  • Proactively works with departments to define procurement needs, specifications, and scopes of services, deliverables and other requirements; provides advice and consultation on procurement issues, and the interpretation of state and federal rules, regulations, policies and procedures;
  • Performs contract administration and management responsibilities, including reviewing cost proposals and pre-and post-negotiations memoranda to ensure compliance with FTA requirements;
  • Performs internal reviews to ensure procurement and contract procedures are conducted in accordance with policies and procedures and applicable state and federal laws and regulations; drafting plans and procedures; and assisting Legal Counsel in bid protests;
  • Oversees the award and management of JTA’s construction, services, and other Commodities. Ensures all contracts and purchases are conducted and administered in accordance with JTA’s procurement regulations and in compliance with all applicable statutes;
  • Reviews and concurs on all agency contracts before final signature. Manages, directs, and participates in the preparation of contract and administrative reports for upper management;
  • Meets with peers and/or executive leadership to discuss long-term needs and requirements, and plan for procurement and contracting requirements; provides expert advice and makes determinations on the application of JTA’s procurement and contracting requirements, and other laws and regulations to various procurement and contracting situations;
  • Leads the activities of the department to include overseeing the development and administration of policies, procedures, programs, goals and objectives, and presents them to the JTA Boards of Directors as necessary;
  • Confers with peers and/or executive leadership on Diversity and Equal Opportunity Programs to ensure participation goals.
  • Manages the expectations of the contracting community and regulatory agencies; provides prompt and concise feedback or corrective actions as necessary; and develops partnerships with local and regional government procurement agencies to keep abreast of local practices;
  • Oversees Agency-wide training and instruction to personnel as it relates to procurement policies and procedures, e.g. procurement options, best purchasing methods, bidding requirements, ethical requirements, appropriate product/service/supplier evaluation, lease vs. buy decisions, contract administration and problem resolution. Ensure proficiency is maintained in current technologies. Promote and support ongoing teamwork within the department;
  • Works with peers and/or executive leadership or other agency constituents to ensure that material, service, and contractual requirements are met in a timely manner; This may include planning sessions designed to educate customers about procurement cycles, lead times and purchasing requirements within the overall business process of acquisition of goods or services, and minimization of response time while ensuring needs are met in timely, satisfactory and cost effective manner;
  • Develops, administers, maintains, and oversees the department’s annual budget and fuel budget; provides leadership and direction to project scopes, schedules and budgets; makes recommendations and forecasts for future funds needed for staffing, equipment, materials, and supplies; reviews and approves department expenditures and implements adjustments;
  • Provides support to the JTA’s counsel on matters as directed; reports and communicates status and issues impacting the procurement department; attends and participates in professional group meetings; prepares and presents staff reports and other necessary correspondence.
  • Supervises staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary recommendations;
  • Performs mandatory storm/disaster job related functions that are essential to the Continuity of Operations Plan (COOP) and/or the EOC.

Supervisory & Operational Authority:
This position has 2 direct reports.

Compliance:
  • Ensures purchasing compliance with federal, state, and local laws, regulations, codes, and/or standards as applicable.
  • Ensures purchasing compliance with FTA regulations.
  • Ensures purchasing compliance with DOT regulations.
  • Ensures purchasing compliance with Disadvantaged Business Enterprises, Small Business Enterprises, and Disadvantaged Veteran Business Enterprises targeted goals.
  • Responsible for completing all mandatory training classes.
  • Responsible for reviewing and complying with all JTA policies, procedures and directives.
  • Responsible for ensuring all direct reports have taken all mandatory training.

Position Profile

Required/ Preferred Experience:
Bachelor’s degree in Procurement, Public Administration, or closely related field and 10 years’ experience, including 5 years’ management level experience in procurement or contract administration.

An advanced degree is preferred with industry certification(s). Prior transit and/or engineering/construction contract administration experience is a plus.
