SUMMARY
Plans, develops and manages the development and administration of the Authority's Annual Operating budget while providing strategic guidance that enables the agency to produce a fiscally prudent budget that supports the Strategic Plan and enables the Authority to optimize performance in a cost effective manner. Provides Balanced Scorecard (BSC) Management with the development of the BSC Strategy Map, which links the organizational goals and objectives to the Key Performance Metric Indicators, as well as the associated fiscal resources necessary to accomplish each respective performance objective and organizational goal. Provides managerial advisement to senior and executive management on expenditures and their respective trajectory, on an ongoing basis. Develops the Authority's Five-Year Business Plan in accordance with the Strategic Plan. Provide budgetary and fiscal based managerial advisory services to executive management and senior management, including productivity and cost containment strategies, and the review and analysis of proposed organizational and staff revisions. Facilitates strategic performance planning and strategic performance measurement activities that support the Authority's goals objectives and strategic plan. Advises executive management in areas of performance accountability and assessment to improve organizational efficiency. Provide technological management of budgetary, balanced scorecard, performance dashboards, attendance and other financial models needed to accomplish the mission of the office in support of the Authority’s Strategic Vision and Organizational Goals.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  1. Plans, develops and manages the activities of the Office of Business Management & Budget in the development and oversight of the Authority's annual Operating and long range strategic financial plans. Responsibilities include providing strategic advisement to the executive management within the various departments to create viable financial plans that enables them to achieve their respective departmental goals in support of the Authority’s strategic plan; providing alternatives; analyzing proposed plans; and conducting organizational, management, and personnel studies to support management initiatives. Oversight activities include routine variance analysis and development of management reports.

  2. Facilitates the implementation of long- and short-range fiscal strategies and programs to support the Authority's goals, objectives and strategic plan. Links the annual strategic budget to the Authority strategic business plan. Provides analytical and financial feasibility recommendations to Executive Management for resource allocation to support Authority goals and objectives. Analyzes and provides coordinated recommendations regarding policies and procedures to control and monitor operations.

  3. Integrates capital and operating financial planning so that use of financial resources are optimized in a cost-effective and efficient manner. Coordinates, reviews, and analyzes Authority's revenues which links the diverse perspectives and sources of revenue information in the Authority.

  4. Provides Balanced Scorecard (BSC) Management with the development of the BSC Strategy Map, which links the organizational goals and objectives to the Key Performance Metric Indicators, as well as the associated fiscal resources necessary to accomplish each respective performance objective and organizational goal.

  5. Advise executive management on performance management objectives. Directs the interactive sessions among executive management on the strategic management and improvement of the performance objectives/metrics.

  6. Provides budgetary advisement services to executive management to ensure a balanced and fiscally prudent budget.

  7. Makes recommendations and presentations to executive management and/or the Board of Directors on matters pertaining to Business Management and Financial Analysis. May represent the Authority to federal agencies, local groups and organizations, professional associations, and other similar groups.

  8. Provides technological management of budgetary, balanced scorecard, performance dashboards, attendance and other financial models needed to accomplish the mission of the office in support of the Authority’s Strategic Vision and Organizational Goals.

  9. Performs other related duties as assigned.

SUPERVISORY RESPONSIBILITIES
Customarily and regularly supervises a staff of professional, supervisory, and administrative support employees involved in the management of financial analysis and budget responsibility for the Authority. Interviews, hires and develops subordinate personnel; sets standards and evaluates performance of employees; provides feedback, coaches, disciplines, and discharges as appropriate.

EDUCATION and/or EXPERIENCE
Bachelor's degree in Finance, Accounting, Economics, Public Administration, Planning, or closely related field. Ten year’s experience in the areas of budget development and administration, strategic performance management, organizational analysis, and financial planning and analysis. Six years of related work experience in developing and analyzing financial strategies, and using financial/management information systems required. At least five years of direct management experience is required. Master's degree and/or CPA designation and public sector experience desirable. In lieu of a degree, experience may be substituted on a year-for-year basis.
