GENERAL SUMMARY:
Responsible for directing, overseeing, and managing the resources and activities of personnel in the Facilities and Systems Engineering (FSE) Division engaged in facilities and light rail systems civil, electrical, and mechanical engineering support. This responsibility includes providing direction and oversight to the on-call construction services program and the Bridge/Tunnel Inspection programs management to Dallas Area Rapid Transit's (DART's) Engineering Department. Management responsibilities include supervision of salaried employees, operating/capital, and contract expenditures.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  1. Interviews select develops, supervises, directs, evaluates, counsels, and if necessary, recommends termination of subordinate personnel in accordance with established policies, procedures, and guidelines to include Equal Employment Opportunity and Affirmative Action (EEO/AA) programs goals and objectives.

  2. Establishes and monitors asset maintenance standards and design requirements for facilities and systems.

  3. Directs and plans asset replacement project management and supportability implementation for facilities and systems.

  4. Assists Operations facilities teams in troubleshooting facility and systems structural, electrical, pneumatic,mechanical systems, sub-systems, and components to isolate causes of failure and develop and document equipment configuration changes.

  5. Directs and oversees the On-call Construction and Bridge/Tunnel Inspection programs.

  6. Directs maintenance and development of asset configuration management systems and processes for facilities and systems.

  7. Acts as a resource to and a liaison between the division and various DART departments and external contacts.

  8. Ensures adherence to written procedures for contract management.

  9. Directs administration of projects and contracts to include contract specifications, budget development, etc.

  10. Develops, submits for approval, and monitors section budget and budget(s) related to assigned project(s). Takes actions to correct variances. Participates in budget preparation and periodic reviews.

  11. Prepares a variety of reports for executive and senior management review, such as resource allocation, budget, section activities, status reports, etc.

  12. Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

Note:An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
  1. Bachelor's degree from an accredited college or university in Mechanical Engineering, Industrial Safety,Automotive Engineering, Industrial Engineering, Civil Engineering, Electrical Engineering or related field.

  2. Ten (10) years progressively responsible experience in transportation facilities and systems, project management, and technical support to include a minimum of five (5) years supervising engineering staff engaged in maintenance technical support, project management, and configuration management programs.

  3. Pass a physical (medical) examination that includes a drug screen to operate DART non-revenue vehicles.

  4. Knowledge of budget development/analysis and operational cost factors.

  5. Knowledge of departmental policies and procedures.

  6. Proficiency in PC and knowledge of software applications, including proficiency in Trapeze, Lawson, Ripplestone, Tableau, Microsoft Office applications of Word and Excel, or other related software applications.

  7. Analytical and creative skills to find solutions to complex interpersonal, technical and administrative problems.

  8. Ability to be dedicated to meeting internal and external customers; acts with customers in mind; establishes and maintains effective relationships with customers and gains their trust and respect.

REPORTING RELATIONSHIP:
Reports to AVP Technical Services

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. Maybe moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
