The Director of Marketing and Communications directs and manages all marketing and communications activity of North County Transit District (NCTD), consisting of marketing, public information, and creative design. S/he will develop and implement marketing, public relations, and customer communications programs for NCTD that enhance the customer experience.

Distinguishing Characteristics
This position has high visibility and latitude for independent judgment and action within established guidelines. S/he This person will be an articulate, outgoing, and organized individual that provides direct staff support to the senior management in a broad spectrum of communications and marketing duties. The position must work with a high degree of independence and have the ability to analyze and make recommendations regarding complex issues affecting the District. This position is designated as “at-will” in accordance with the NCTD Employee Handbook.

Supervision Received and Exercised
This position reports to the Chief of Planning, Strategy, and Innovation and is responsible for the direct supervision of the Marketing and Communications Department and staff assigned. Further, this position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.

Working Conditions
Normal working conditions for this position are in both an office and field setting. Business travel may be required periodically between District sites, governmental agencies, consultants’ facilities, and other locations as required. Due to the unique nature of marketing and public relations activities and the limited number of Marketing employees, the individual in this position must be able to work a flexible schedule that includes evenings, weekends, and holidays. This includes both on-call as well as on-site availability response during emergencies.

EXAMPLES OF DUTIES

Essential Functions
  • Develops, plans, directs, and manages the implementation of the strategic marketing plan through a variety of marketing, public relations, and communications tactics containing cost effective promotional campaigns.
  • Plans, prepares and oversees the execution of agency advertising campaigns and market research utilizing all forms of media including digital media, social media, out of home (OOH), print, and broadcast.
  • Serves as the lead NCTD media spokesperson, including communications lead in designated emergencies
  • Oversees and plans content development of the District’s on-line communication presence, including content management of GoNCTD.com and all related digital media to include social media activities.
  • Manages staff to ensure quality and consistency of NCTD’s brand design and voice across all marketing platforms
  • Builds support and advocacy for NCTD initiatives by managing interactions between the public and NCTD’s planning and design staff, and consultants.
  • Oversees procurement activity and management of marketing and communications contracts and consultant work.
  • Oversees the District’s graphic arts services and assist with graphic communication services as needed.
  • Directs and conducts marketing-related research including market segmentation studies; analyzes such research and implements solutions to issues and problems, including cost/benefit analysis of annual marketing campaigns.
  • Oversees writing, editing, and production of all external and internal marketing, media, and related communication.
  • Hires, trains, supervises, reviews, disciplines, and terminates subordinate staff as needed and in accordance with District policy.
  • Oversees procurement and management of marketing and communications contracts and consultant work.
  • Oversees the development and management of the marketing and communications budget, including monitoring and approving expenses.
  • Establishes collaborative working relationships with key stakeholders such as local partner agencies, business associations, and large employers.
  • Develops impactful partnerships with iconic, regional events and destinations to support NCTD ridership growth.
  • Makes presentations to NCTD Board or other public groups as directed.
  • Other duties as assigned.

QUALIFICATIONS

Education/Experience
  • Bachelor’s Degree from an accredited institution in marketing, communications, journalism, public relations, or related fields required.
  • Minimum of ten (10) years prior directly relevant experience in diverse marketing, communications or sales fields, including a minimum five (5) years of supervisory experience.
  • Previous transit and/or public agency experience a plus.
A combination of experience/skills and education to fulfill the requisite knowledge, skills and abilities for this position may be considered.

Certificates/Licenses
  • Possess and maintain a California driver’s license, Class C, and a satisfactory driving record for the last five years.
  • Maintain compliance with the District’s policy regarding Conflict of Interest and Ethics.
  • Must be able to obtain and maintain access to Marine Corp Base Camp Pendleton.

General Requirements
  • Strong knowledge of theories, principles, and practices associated with marketing, digital media, data analytics, advertising, and customer communications.
  • Strong knowledge in developing and implementing effective marketing strategies and plans.
  • Knowledge of mass communication techniques, tactics, and promotional program management across all media platforms.
  • Exceptional verbal and written communication skills.
  • Ability to effectively represent NCTD in dealings with government agencies and other entities.
  • Ability to create and maintain good working relationships through excellent communication and teambuilding skills; including the ability to engage successfully with both internal and external contacts and the public.
  • Expertise in multiple areas and demonstrated use of high-level discretion and judgment in execution of duties is essential.
  • Ability to manage and maintain simultaneous, transitional, and emerging priorities.
  • Demonstrated proficiency in computer software programs including Microsoft Office Suite.
  • Is available on-call for emergency page response on a 24/7 basis, and available after-hours, on evenings, weekends and holidays for events, activities and other related duties.
  • Ability to serve as a member of NCTD’s service disruption and/or emergency response team, including the ability to respond outside of normal business hours
