General Summary:
The Director of Human Resources will plan, lead, direct, develop, and coordinate the activities, and staff of the department, ensuring legal compliance and implementation of the organization’s mission and talent strategy. The Director of Human Resources will adhere to all TARC Policies along with local, state and federal law. General functions include but are not limited to the overall operation of the department as well as support and leadership for the organization’s employee life cycle; benefits and leave administration; performance and compensation; disciplinary actions; organizational training and professional development, labor relations and legal compliance.

Essential Duties and Responsibilities:
  • Oversees the administration of human resource programs including, but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance, compensation and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
  • Provides assistance and direction to department managers regarding human resource policies and procedures to resolve administrative and operational issues in accordance with agency policy; Collaborates with senior leadership to understand the organization’s goals, needs, and strategy related to employee life cycle.
  • Identifies staffing and recruiting needs; develops and executes best practices for hiring and talent management.
  • Develops, conducts or coordinates reporting and analysis as requested and makes recommendations when applicable; Reviews reports and metrics from agency applications as it relates to human resource information.
  • Serves as the lead of the Drug Free Workplace and as the Drug & Alcohol Program Manager (DAPM) and Designated Employer Representative (DER); Responsible for the oversight and administration of TARC’s Drug and Alcohol Program in compliance with all applicable Federal Transit Administration and Department of Transportation per 49 CFR Parts 655 and 40; Responsible for record keeping, the testing process and preparation of annual Management Information System (MIS) report.
  • Presents information and reports to employee groups, senior leadership, and/or Board of Directors.
  • Oversees the employee benefits program, including design, selection and implementation of employee benefit packages.
  • Supports Diversity and Inclusion efforts throughout the organization to insure that Civil Rights, and Equal Employment Opportunity laws are maintained throughout the employee life cycle.
  • Monitors and ensures the organization’s compliance with federal, state, and local employment laws and regulations; Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources area; Reviews and suggests modifications to policies and practices to maintain compliance or achieve outcomes; applies this knowledge to communicate changes in policy, practice, and resources to upper management.
  • Serves as the supervisor of the HR department, including recruiting, hiring, training and professional development/certifications of employees, oversee daily workflow; provide constructive feedback; handle discipline and termination within the department in accordance with company policy.
  • Supports executive office and legal counsel on various employment matters; Supports management in collective bargaining and Union relations.
  • Manages and participates in development and administration of department budget; Prepares budget requests, approves expenditures and implements adjustments as necessary.
  • Performs other related duties as assigned.

Education and Experience:
  • Bachelor’s degree in Human Resources, Business Administration, or related field required; Master’s degree preferred.
  • Eight to ten years professional level experience with broad level of human resource responsibilities; at least five years of human resource supervisory or management experience preferred.
  • SHRM-CP or SHRM-SCP highly preferred.
  • Experience with labor unions and relations preferred.

A combination of education, training and experience may be substituted with demonstrated competency in the role.

Work Environment:
  • Work is ordinarily performed in a standard office environment.

  • Limited travel on occasion
