The City of Gainesville's Regional Transit System (RTS) is seeking a PUBLIC TRANSIT MAINTENANCE AND SAFETY TRAINING SPECIALIST who will perform developing, implementing and conducting technical training and safety programs for personnel engaged in public transit asset maintenance.

Tasks to be performed may include but not be limited to developing, organizing and conducting one-on-one and group training of vehicle maintenance mechanics and related personnel, the on-going department safety training, and employee awareness programs directed at reducing frequency and severity of accidents and insuring compliance with federal, state, and local laws, policies, rules, and regulations.

To be considered for this position you must have:

• As associate degree from an accredited college or university (or accredited trade/technical school) with major course work in occupational safety and health, education or related subject, and;

• Three (3) years progressively responsible experience in maintenance of automotive/diesel vehicle, and;

• Two (2) years of experience developing public transportation maintenance training curriculum, or an equivalent combination of education and experience which provide the required knowledge, skills and abilities.

• Valid driver license required upon appointment. Valid Class E Florida Driver License and a Class B Florida CDL license with passenger endorsement are required within 30 days of appointment and at all time while employed in this classification.

Certifications

• A National Institute for Automotive Service Excellence Master certification in medium/heavy truck or Transit Bus preferred.

• Occupational Health and Safety Technician (OHST) or Certified Safety Professional (CSP) certificates desirable.

SUMMARY
This is specialized professional and technical work developing, implementing and conducting technical training and safety programs for personnel engaged in public transit asset maintenance.

Positions allocated to this classification report to a designated supervisor and work under limited supervision. Work in this class is distinguished from other classes by its emphasis on public transit asset maintenance and safety training.

ESSENTIAL JOB FUNCTIONS

• Develops, organizes and conducts one-on-one and group training of vehicle maintenance mechanics and related personnel.

• Develops and maintains mechanic training curriculum, course materials, and tests. Develops automotive/diesel mechanical aptitude test and other skill assessments.

• Develops, coordinates and conducts the on-going department safety training and employee awareness programs directed at reducing frequency and severity of accidents and insuring compliance with federal, state, and local laws, policies, rules, and regulations.

• Monitors and evaluates training participants and tracks progress.

• Maintains technical skills and certifications and stays abreast of vehicle technology.

• Monitors applicable laws and regulations and makes policy recommendations to insure compliance, and advises department manager on plans, projects, departmental functions and implementation of departmental policy.

• Researches literature and other materials to assure services are developed to the most current evidence-based practices in the subject of the program.

• Investigates accidents, injuries, property damage, and self-insurance claims.

• Recommends corrective action to reduce/eliminate trends of causes and types of accident and liability claims. Acts as liaison to City of Gainesville insurance claim adjusters.

• Conducts work site safety inspections to assure compliance with all applicable state, federal and local safety regulations and city directives and department safety policies.

• Recommends long- and short-range goals for safety/training and makes periodic reports to appropriate supervisors on progress.

• Coordinates or performs administrative functions necessary to deliver and document learning and development programs. Develops and manages data bases to track progress of participants and program scheduling.

• Maintains records and develops reports, performs data collection and statistical analysis (utilizing a computer) and makes recommendations related to safety/training performance.

• Participates in the hiring of new employees. Attends work on continuous and regular basis.

NON-ESSENTIAL JOB FUNCTIONS
Will be required to respond under emergency conditions. Performs other related duties as assigned.

QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.

KNOWLEDGE, SKILLS AND ABILITIES

• Knowledge of FDOT regulations for transit such as Section 14-90, System Safety Plan, etc.

• Considerable knowledge of heavy duty truck or transit coach mechanics, diesel and CNG engines, electrical systems, HVAC, pneumatics, air brakes, hydraulics, transmissions, and related components.

• Considerable knowledge of planning and conducting transit coach maintenance training programs.

• Considerable knowledge of principles and practices of operation, and maintenance of public passenger vehicle maintenance, repair and overhaul.

• Considerable knowledge of, and ability to read and interpret applicable federal, state, and local safety laws, rules, and regulations and ability to develop programs to insure compliance with same.

• Thorough knowledge of occupational hazards connected with operation of equipment and facilities and of necessary safety precautions.

• Thorough knowledge of industry work practices, safety policies, methods, programs, procedures, and safety equipment used in assigned work area.

• Ability to instruct, develop, plan, implement, and administer broad occupational safety and training programs.

• Considerable knowledge of accident analysis and procedures.

• Ability to inspect work sites and identify unsafe conditions and practices, and take corrective action in accordance with established procedures and policies.

• Considerable knowledge and skill of teaching and training techniques, methods, procedures, and use of teaching aids and equipment.

• Ability to communicate effectively, both orally and in writing.

• Ability to utilize standard computer application software for word processing and analytical tasks. Ability to maintain records and prepare necessary reports.

• Ability to work effectively with coworkers and the general public.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS
To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.

PHYSICAL REQUIREMENTS

• Work may require physical strength and agility sufficient to safely perform all essential job functions, including the ability to lift, carry, push, or pull 50 pounds without assistance.

• Must be physically able to safely maneuver and operate a bus and other heavy equipment.

WORK ENVIRONMENT

• Work requires being available and on-call for emergency response.

• Required to attend meetings and work outside regular business hours, including evenings, weekends, and holidays.

• Work may require performance of tasks in extreme heat and confined areas.

• Work may require performance of tasks outdoors under varying climatic conditions. Work may require exposure to hazardous conditions and noxious chemicals.
