Job Summary
Plans, directs and coordinates the vehicle operations activities of a large public transportation system; is responsible and accountable for providing public transportation services including vehicle and terminal operations, inspection services, staff supervision, and related office and support activities.

EXAMPLES OF DUTIES:

Essential Duties and Responsibilities
  • Assists in revising rules and regulations governing the specific work of the division.

  • Directs the scheduling of daily transportation operations and ensures compliance with operating policies, regulations, la bor agreement and work rules.

  • Observes and evaluates the performance of operating staff and service supervisors for compliance with policies and attainment of performance indicators.

  • Identifies and responds to performance deviations and determines course of action to correct problems, including progressive disciplinary actions and recommendations for additional training.

  • Directs, plans, budgets, and manages all transportation activities related to the terminal’s operation.

  • Liaisons with maintenance staff to ensure that a reliable bus fleet is provided for services.

  • Ensures safe, on time performance, and responds to interruptions or delays in bus operations.

  • Investigates violations of rules, regulations, and operating procedures by operating and supervisory personnel to determine appropriate corrective action to decrease volume of complaints.

  • Observes operations and recommends service improvements to maintain and increase ridership. Responsible for efficient daily service by ensuring that vehicles are clean and safe.

  • Prepares or reviews reports of subordinate supervisors, service inspectors, and others relating to the activities of the division.

  • Studies and analyzes present service routes, schedules and passenger load factors and recommends appropriate service changes.

  • Reviews recommendations to transfer, promote, demote, reassign, discipline and/or reward employees.

  • Receives and responds to employee problems and grievances.

  • Performs frequent field inspections of terminals and routes serviced, noting general conditions and possibilities for improvement.

  • Receives reports on general traffic conditions and makes adjustments to service routes and schedules, as required.

  • Evaluates the effects of, and makes recommendations on, proposed traffic ordinances and proposed changes to existing traffic routes.

  • May perform other duties as assigned

MINIMUM QUALIFICATIONS:

Qualifications
  • Bachelor's degree with specialization in transportation, traffic engineering, or business administration.

  • Six (6) years’ of extensive experience and training in operating practices and procedures, planning, directing and supervising work of subordinates in a large urban transportation system which includes four (4) years’ of experience in an administrative capacity.
Equivalent combinations of education and experience may be substituted to meet the education and experience requirements of this position.

Licenses, Certifications, and Other Special Requirements: Valid State of Michigan Operator License; employees may be required to provide and operate a motor vehicle on a mileage reimbursed basis. Candidates considered for placement in this classification may be subject to a Criminal Background Investigation based on the requirements of the position.
