General Description:
Under the direction of the Director of Safety and Security, the Safety and Compliance Specialist is responsible for assisting with the administration and development of Transit Management of Alexandria’s safety, compliance, and risk management programs. This position provides analysis and recommendations that improve performance and safety while reducing risk. This position supports the development of intervention strategies to resolve identified unsafe acts and conditions observed, produces reports, maintains records, and serves as the official representative of the Safety department on accident and incident sites.

This position will support the Safety department with the development and maintenance of all TMA safety plans, including but not limited to, Emergency Operations Plans, SMS plan, Continuity of Operations Plan (COOP), and any other departmental Safety Plans.

Responsibilities/Essential Functions:
  1. Conducts investigations, audits records, and makes recommendations for improving safety and best practice.

  2. Performs independent audits and inspections of equipment, facility and/or operations to detect unsafe conditions and practices to ensure compliance with Federal, State, and local laws, regulations, and codes.

  3. Performs follow up inspections and tracks open items identified during the inspection process, maintains records of such activities and as necessary forwards such records to the Director of Safety and Security.

  4. Develops data matrices to track unsafe operations trends and maintain safety data.

  5. Assesses safety related training materials and classes to ensure they reflect current operating procedures and recommend changes to the Director of Safety and Security and appropriate departments, as necessary.

  6. Assists in the development of safety and security policies and procedures in support of TMA/DASH.

  7. Participates in emergency response for the Safety Department. Responds to TMA emergencies and serves as the official Safety Representative on the accident and/or incident scene.

  8. Manage the claims intake process and secures recorded media for incidents, accident, and injuries.

  9. Maintains control over the claims process to assure that claims are being settled fairly, consistently, and in the best interest of the company. Cooperates with the Virginia Transit Liability Pool (VTLP) and General Counsel, as necessary.

  10. Maintains the integrity of claim data in risk management information system databases, ensures that online claims reporting to the Third-Party Administrator for all automobile, workers compensation, and property damage claims are accurate and up to date.

  11. Collects, analyzes, and evaluates data and information related to bodily injury and property damage claims brought against TMA property or personnel.

  12. Conducts trend analyses geared toward reducing accidents and injuries and recommends intervention strategies to enhance safety awareness and accident reduction.

  13. Responsible for attending/chairing the company’s Safety Review Committee (SRC).

  14. Assists with administering the Drug & Alcohol (D&A) program, DOT compliance, and Department of Motor Vehicles (DMV) record review.

  15. Prepares routine and special reports as needed and in accordance with company requirements.

  16. Cooperatively and efficiently performs related tasks and duties as required.

Knowledge, Skills and Abilities:
  • Thorough knowledge of transit services, routes, and schedules.
  • Strong knowledge of all applicable Transportation based regulations such as FTA, FMCSA, OSHA, and DOT.
  • Ability to interpret and adhere to collective bargaining agreements.
  • Knowledge of regulations and corporate safety programs and policies.
  • Ability to plan, organize and evaluate safety programs.
  • Ability to establish and maintain effective working relationships with other departments.
  • Ability to communicate effectively orally and in writing.
  • Strong analytical and fact-gathering skills to effectively conduct fair and reliable investigative reporting.
  • Ability to make independent decisions within scope of responsibility.
  • Excellent customer relations and employee motivation skills.
  • Thorough working knowledge of computers, hardware, and software programs (specifically those related to CAD/AVL and those including Microsoft Word, Outlook, Excel, etc.)

Additional/Miscellaneous/Special Requirements:
  • Possess or ability to obtain a Class B Commercial Driver’s License with Passenger and Air-brake endorsement within 60 days of hire.
  • Acceptable background check upon hire and must be maintained throughout employment.
  • Acceptable drug screen results upon hire and as regularly required by policy for position.

Education and Experience:
  • A Bachelor’s Degree or higher from an accredited college or university with major coursework in Safety, Safety Management, Transportation, Emergency Management, or a related field.
  • Experience working in transit required.
  • Experience working in a union environment.
  • Minimum of (5) years of direct experience within the Transportation industry or related with a focus on safety, compliance, and risk.
  • Minimum of five (5) years of supervisory experience required.
  • Knowledge of DOT, OSHA, FMCSA, and FTA requirements and regulations is preferred.
  • Extensive overall experience may be considered in lieu of advanced education.
  • Relevant certification or training in safety related programs a plus.
