GENERAL SUMMARY:
This position is responsible for administration and oversight of DART's Substance Abuse Program and Medical Compliance Program.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  1. Responsible for the development, implementation, management and compliance of DART's Substance Abuse Program and Medical Compliance Program in accordance with DART policies and procedures and DOT/FTA regulations. Ensures agency, service agent and safety-sensitive contractor compliance with the requirements and procedures of DOT/FTA regulations.

  2. Chief liaison to the DOT and FTA on drug and alcohol testing matters. Coordinates FTA inspection audits.

  3. Manages contractual agreements between DART and the service agents who perform DOT/FTA drug and alcohol test collections, laboratory testing, Medical Review Officer and Substance Abuse Professional functions and monitor for compliance.

  4. Interprets related laws and rulemaking related to drug testing, collection procedures, alcohol testing,laboratory procedures, Medical Review Officer and Substance Abuse Professional requirements. Provides comprehensive analysis of regulatory changes and presents to senior management. Develops, implements, and revises agency policies and procedures to ensure compliance.

  5. Manages medical examination process for pre-employment, DOT recertification, 90-day absence and medical surveillance.

  6. Interviews, selects, supervises, develops, trains, motivates, evaluates, counsels and disciplines support staff.

  7. Counsels and advises management regarding compliance and disciplinary practices related to areas of responsibility.

  8. Works with appropriate human resources staff to ensure that the AEM and HEM Manuals are updated to reflect revisions to DOT/FTA regulations. Confers with appropriate FTA staff to obtain clarification on unclear issues. Provides training to educate DART management and employees regarding policies and regulations.

  9. Develops annual section budget and acts as Contracting Officers Technical Rep on contracts with service agents. Approves related invoices for payment.

  10. Acts as agency representative in DOT/FTA inspections/audits and at industry association meetings. Acts as subject matter expert on grievances, arbitrations and Trial Boards. Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; prepares a variety of reports, makes changes as required.

  11. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
  1. Bachelor's degree from an accredited college or university in Business Administration, Human Resources,Psychology, Sociology or related field.

  2. Six (6) years related experience working with substance abuse programs and extensive knowledge of Federal laws regulating substance abuse program to include three (3) years supervisory/management experience.

  3. Current Substance Abuse Program Administrator (C-SAPA) or Drug and Alcohol Program Administrator(CDAPA) certification required.

  4. Valid Texas A, B, or C drivers license, no Driving While Intoxicated (DWI) conviction within the last sixty(60) consecutive months, not more than one (1) DWI on driving record, and not more than three (3)convictions of moving violations within the last thirty-six (36) consecutive months in order to operate DART non-revenue vehicles.

  5. High level of analytical ability to find solutions to complex legal, interpersonal, professional, technical, and administrative problems.

REPORTING RELATIONSHIP:
Reports to AVP Risk Management

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. Maybe moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
