The City and County of Honolulu is seeking an experienced Senior Contract and Compliance Manager, for the nation's first driverless metro system.

RESPONSIBILITIES: This position is located in the Department of Transportation Services (DTS) and is responsible for contract structures and full contract oversight for rail including but not limited to monitoring customer experience, punctuality, reliability, fleet availability, and vehicle and system maintenance. The position represents DTS on the rail operations and maintenance Change Control Committee(s). The position also assists DTS Divisions with the development of new contracts, and provides guidance in the ongoing administration and compliance of a variety of existing contracts related to operations, maintenance, procurement and professional services. The position oversees Contractor claims, deductions, cash flow, and other complications associated with performance and damages. The position conducts research and performs statistical analysis for a variety of contracts and projects. Monitors Key Performance Indicators of contractors to ensure compliance with DTS strategic objectives. Produce accurate and timely analysis of operational, performance, and financial data. Develop ad hoc, recurring, and scheduled reports for internal and external audiences. Update and maintain several DTS databases. Responsible for quality assurance measures and support necessary to monitor, review and analyze the performance of the operations and maintenance services Contractor with regard to contract compliance to ensure a safe, reliable, and customer driven rail service. Establish and maintain a positive relationship with Contractors. Demonstrate a commitment to safety that guides all aspects of work through consistent and professional behaviors in performance of the essential duties. Perform related duties as required.

REQUIREMENTS:
Equivalent to graduation from an accredited four year college or university with a bachelors degree in public or business administration, or a related field and five years of administrative work experience involving contract management for operations and maintenance services as a primary function in a large public or private transportation organization.
