Under general direction, plans, develops implements and supports the Agency’s transit operating technology systems including vehicle on-board communication and control systems, public address and passenger information management systems (PIMS), automatic passenger counting and other transit related systems such as propulsion, catenary operation, and braking. Provides technical leadership to staff, contractors and vendors, and serves as a subject matter expert on operations systems. Coordinates assigned activities with other divisions, departments, and outside agencies; troubleshoots and resolves system errors, issues, and warning messages as needed; and performs technical support duties to assigned area of responsibility ensuring quality of work meets the standards set forth by the Agency.

ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
  • Provide technical leadership, mentorship, and coaching to team members, contractors and vendors for operations systems.
  • Conducts technical analysis, hazard and risk analysis, develops business cases, and participates as technical lead on major and routine operations projects.
  • Collaborates with operations and engineering staff to translate agency needs into long-term architecture solutions.
  • Leads efforts to architect complex technical solutions in accordance with established design criteria, collaborating with all necessary subject matter experts.
  • Evaluate and oversee the design, development, implementation, testing maintenance and life cycle management of operations systems in revenue service.
  • Collaborates with the Information Technology and Design, Engineering and Construction Management (DECM) departments on operations systems to establish and maintain standards, design and test new installations, support transition of new systems from capital projects, and ensure delivery and maintenance of, secure, reliable and high availability systems.
  • Develop, maintain, and enforce operating and maintenance standards and procedures pertaining to operations in collaboration with the other agency technology groups.
  • Provides input to agency capital project design criteria based on service performance, operating needs and technological advancement of operations systems.
  • Enables business continuity and disaster recovery architecture and plan.
  • Develop and implement system enhancements to improve system reliability and performance.
  • Perform root cause analysis and repair of escalated technical issues and trends; assist team members as needed to resolve advanced technical issues.
  • Research, design, develop and implement solutions for fault tolerance, performance enhancement, capacity optimization, and configuration management for applications.
  • Provides expert knowledge of industry principles and practices for the area of responsibility.
  • Manage and administer service support agreements for operations systems.

MINIMUM QUALIFICATIONS:

Education and Experience:
Bachelor’s Degree in computer science, electrical engineering or closely related field and four years of experience that includes engineering work in at least three listed operations systems, preferably in a rail or transit related environment; OR an equivalent combination of education and experience.

Required Licenses or Certifications:
Valid state driver’s license.

Required Knowledge of:
  • Design, maintenance and life cycle management of operations systems as defined in General Purpose above.
  • Operational characteristics of communications and control systems related to public address, variable messaging, and on-board vehicle communication and control systems
  • Methods and techniques involved in designing, installing and maintaining multi-vendor control systems and connectivity.
  • Methods and techniques of performing advanced troubleshooting activities on applications, computers, programmable controllers, software, networked, and peripheral equipment and maintenance of systems.
  • Principles and practices of computer science and information systems.
  • Field startup and testing experience.
  • Strong communications skills to coordinate with co-workers, customers, and vendors including letter writing and complex report preparation.
  • Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities.

Required Skill in:
  • Utilizing computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
  • Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.
  • Preferred experience with Rail/Transit technical operations.
  • Preferred experience with Rail or other transit platform onboard communication and control systems.
  • Preferred experience with Rail of other transit operational systems, such as propulsion and braking.
  • Preferred experience with public address and variable message sign systems.
  • Reviewing or checking the work products of others to ensure conformance to standards.
  • Developing and defining detailed technical requirements and scoping documents.
  • Applying appropriate oral and written communication skills to various individuals ranging from Agency employees, engineering consultants, and local, state, and federal agencies.

Physical Demands / Work Environment:
  • Work is performed in a standard office environment and in a transit system field environment including rail tunnels and equipment rooms.
  • Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, and physical harm when conducting field surveys and when working in the field.
  • Position is subject to pre-employment, random and for cause drug and alcohol screening.
  • Position includes rotating 24/7 on-call technical support including on-site attendance for emergency or critical failure conditions.
