The City and County of Honolulu is seeking experienced Business Analysts, for the nation's first driverless metro system.

RESPONSIBILITIES: Both positions are located in the Department of Transportation Services (DTS).

The first position is in the Transportation Mobility Division and is responsible for developing, managing, and leading activities for financial and budget forecasting, annual operating and capital budgeting, and multi-year planning for rail operations and maintenance. The position prepares scenario analysis for the branch’s annual budget, financial forecast, capital improvements, and asset management. The position is responsible for the monthly analysis of budget to actuals for the branch. The position assists with the ongoing administration and compliance of contracts related to operations, maintenance, and professional services for rail. The position assists with the review and processing of contractor claims, deductions, cash flow, and other complications associated with performance and damages. Monitors projects and programs and tracks and trends Key Performance Indicators for rail at the branch level. Coordinates and maintains rail operating and maintenance plans. Establish and maintain a positive relationship with Contractors. Demonstrate a commitment to safety that guides all aspects of work through consistent and professional behaviors in performance of the essential duties.

The second position is in the Administrative Services Office Branch and is responsible for developing, managing and leading activities, operations, processes, and procedures for all aspects of the annual operating and capital budget in the financial system and budget database. The position is responsible for department-wide operating budget development and approval process, capital budgeting process, financial forecasting, and revenue stream forecasting and analysis. The position prepares scenario analysis for the annual budget, financial forecast, capital improvements, and asset management. The position is responsible for the monthly analysis of budget to actuals for the department. The position produces and maintains documentation of department budget processes and procedures. The position assists with the ongoing administration and compliance of a variety of existing contracts related to operations, maintenance, procurement and professional services. The position assists with the review and processing of contractor claims, deductions, cash flow, and other complications associated with performance and damages. Establish and maintain a positive relationship with Contractors. Demonstrate a commitment to safety that guides all aspects of work through consistent and professional behaviors in performance of the essential duties.

REQUIREMENTS:
Equivalent to graduation from an accredited four-year college or university with a Bachelor's degree in political science, public or business administration, economics or a related field. Three (3) years of progressively responsible professional analytical experience in evaluating the effectiveness of operating programs in relation to organizational objectives, one of which shall have been in a governmental agency.
