The Grants Compliance Analyst will be responsible for conducting the monitoring of sub-recipients and contractors on Statewide Transportation Improvement Fund (STIF) requirements of sub-awards, such as but not limited to, project, financial accounting and operations management, procurement, use and maintenance of project equipment, capital purchases, civil rights, Americans with Disabilities Act (ADA), charter and school bus and safety and asset management, and reporting requirements.

Sub-recipients are Public Transportation Service Providers which means a city, county, special district, intergovernmental entity or any other political subdivision or municipal or Public Corporation that provide Public Transportation Services. Public Transportation Services means any form of passenger transportation by car, bus, or other conveyance, either publicly or privately owned, which provides service to the general public on a continuing basis.

Essential Functions

1. Responsible for providing active oversight, including desk and on-site reviews, of sub-awards to ensure recipients have adequate and effective internal controls to comply with STIF requirements and to test adherence to compliance requirements.

2. Document in writing findings of non-compliance including recommendations for corrective action(s) and/or opportunities for improvement.

3. Follow up on corrective action(s) when instances of noncompliance are identified.

4. Maintain files for all subawards and ensure that subawards and modifications reflect appropriate state and local requirements.

5. Create and implement a detailed, systematic process for oversight of subawards, including setting deadlines for tracking progress, developing risk based procedures to identify any anomalies between program requirements and subawards, reviewing recipient's internal controls and testing compliance.

6. Prepare complete, concise and accurate documentation to support different levels of monitoring, understanding and assessment of internal controls, testing compliance of statutes and regulations.

7. Prepare written communications to internal and external parties of monitoring results, including any recommendations made.

8. Ensure records are retained in accordance with appropriate state and local requirements.

9. Provide information and assistance to aid recipients, staff, administrators and others with program requirements and participate in relevant training and technical assistance workshops/groups when requested.

Position Requirements A minimum of a Bachelor's Degree in Business or Public Administration, Finance, Accounting, Urban and Regional Planning, or related field is required.

A minimum of four (4) years total credited experience*.

Four (4) years of experience conducting compliance monitoring, quality assurance, auditing, or similar work for financial operational requirements and reporting is required.

Two (2) years of experience in public accounting, federal compliance experience or two (2) years of experience in governmental internal auditing experience is preferred.

Class C driver license (Oregon) - must be able to drive to other agencies outside of TriMet's service area (required).

Or any equivalent combination of training or experience.

*The amount of credit a candidate receives for prior years of experience is based on the relevancy of that experience to the required or preferred prerequisites of the job description. Experience is prorated based on hours worked. LRHR assigns and validates the "credited experience".

Minimum:$71,823.00

Midpoint: $89,779.00

Maximum: $107,735.00
