Summary
This position with Petersburg Area Transit (PAT) will be responsible for the coordination, administration and promotion of safety activities, its employees and patrons, reducing employee and patron injuries and accidents, and maintaining compliance with all state and federal regulations.

Essential Functions
  • Manages and evaluates the industrial safety and operational safety for PAT.

  • Conducts comprehensive unacceptable hazardous conditions and accident/incident investigations and leads Accident Investigation sub-committees.

  • Serves as the investigation liaison between PAT and the Federal Transit Administration and the State Safety Oversight.

  • Briefs the Senior Executive Committee on major investigations and studies of major significance.

  • Manages the development, implementation, administration, and review of the effectiveness of the industrial safety, industrial hygiene, construction safety, and environmental safety aspects of the PAT's System Safety Program Plan (SSPP).

  • Consults with and advises Office Directors and Project Managers on developing annual departmental/office safety goals and objectives in accordance with the requirements of the SSPP.

  • Advises and coordinates with all departments to ensure that all industrial safety, industrial hygiene, ergonomics, and construction safety related activities conducted by these departments are in compliance with all applicable codes and regulations and in accordance with the SSPP.

  • Assist in establishing goals, objectives, strategies, plans, rules, procedures, and programs to improve safety throughout the City of Petersburg.

  • Provides analyses of key safety issues and policy decisions. Participates on high level internal and external committees and special committees involving system safety.

  • Directs oversight of Transit compliance with the standard and regulations of the following agencies; the U.S. Department of Labor, Occupational Safety and Health Administration (OSHA); the U.S. Department of Transportation, Federal Transit Administrations (FTA); and the agencies of the Commonwealth of Virginia and local jurisdictions.

  • Interprets, in coordination with the General Counsel, and disseminates applicable regulations and standards to departments and offices and assists in developing programs to ensure regulatory compliance.

  • Provides management direction for major hazard assessments, safety policy development, comprehensive accident investigations, compliance audits, and comprehensive industrial and construction safety inspections.

  • Exercises authority to suspend unsafe operations as necessary.

  • Perform comprehensive safety hazard analyses and review hazard analyses performed by PAT contractors for accuracy and adherence to industry standards.

  • Conduct safety design reviews of plans, designs, specifications and contracts for new construction and major capital projects.

  • Perform system safety engineering design reviews and evaluations of systems, equipment, and facilities; conduct periodic reviews of Transit's operating rules and procedures and recommend changes as required.

  • Determine the adequacy of maintenance safety practices and procedures to assure desired levels of system safety and recommend policy changes as necessary.

  • Coordinates and provides input to ensure that the agency-wide document control and configuration system meets the required documentation needs to support the final safety certification process as prescribed by federal and state regulations.

  • Conducts research and reviews reports, and other technical documentation, to support the needs of all departments in the area of safety.

  • Prepare and/or coordinate with other departments any documentation required in support of the FTA triennial reviews, drug and alcohol audits, independent audits, state audits, EEO Program audit, etc.

  • Assist with the development of a comprehensive safety and security programs for future expansion.

  • Conduct safety audits of Operations for hazards associated with both maintenance and operations employees.

  • Develops, analyzes, and manages safety performance data.

  • Prepares safety performance reports for monthly submission to the General Manger.

  • Coordinates with Operational departments to establish annual objectives for safety performance indicators.

  • Attend meetings with other departments within The City of Petersburg to ensure organizational cohesiveness.

  • Develops and/or revises safety rules, revisions, bulletins, notices and special orders.

  • Conduct weekly ride checks on for all modes of operations.

  • Interpret, execute and recommend changes to established safety policies and procedures.

  • Coordinate emergency preparedness standards for the PAT System.

  • Interface with other public agencies, associations and groups, assuring PAT safety standards are reflective of the latest industry trends, regulations, and technologies.

  • Prepare routine and special reports for the Executive Staff; safety audits, accident investigations and reports to the State Safety Oversight (VDRPT).

  • Participate in the Safety Security Certification Process to comply with the System Safety Program Plan and Security Emergency Preparedness Plan.

  • Evaluate engineering designs for safety certification purposes.

  • Participate in the Internal Safety Audit Process to comply with State Safety Oversight and FTA requirements.

  • The assurance of Operations compliance with safety requirements and regulations including OSHA, FTA, FRA, ADA and the State Safety Oversight.

  • Manage records created and received in compliance with the Petersburg Area Transit Records Management Policy and Procedures.

  • Responsible for handling all related job responsibilities in accordance to PAT's Environmental Policy, relevant EMS Standard Operating Procedures, and Emergency Management Plan.

  • Responsible for reviewing, implementing, and updating Emergency Operations Procedures relating to safety.

  • Performs other duties as assigned.

Qualifications
  • Bachelor's degree or equivalent college level work in business administration, project administration, safety, or related fields preferred.

  • Specialized training in safety administration or construction safety inspection.

  • Specialized training in document management and meeting facilitation preferred.

  • May be required to obtain Safety Certification or additional safety training to better serve the agency at PAT's expense.

Preferred Experience:
  • Minimum of five years of progressive experience in a transit agency environment requiring independent analysis and action;

  • Significant experience with software programs related to database management;

  • Minimum of three years of experience monitoring and/or investigating job-site safety practices or incidents;

  • Any combination of education, training and experience that provides the above knowledge, abilities and skills may be substituted.

Licenses or Certificates: Virginia Driver's License with the ability to obtain a Class A or B Commercial Drivers License with P endorsement and airbrakes.
