Under supervision of the Transit Director, the purpose of this classification is to plan, direct, and oversee the staff and operations of Contract Management and Augusta Transit Operations Divisions for the department. Assists in developing and managing the annual budget, operating plan, strategic plan, and administrative divisions within the guidelines of County and departmental policies and procedures. Works with co-workers, other departments, media, public, and elected officials.

  • Represents the Transit Department in city meetings (Commission meetings, advisory meetings, and council meetings) when directed or in the absence of the Director.

  • Communicates with the FTA and GDOT, and other public and private transportation funding agencies regarding funds. Prepares for and participates during FTA Compliance Reviews and Audits. Assists in monitoring Transit operations/contractors to ensure compliance with FTA requirements including drug and alcohol program management, SMS program compliance, FTA reporting with revenue, ridership, and maintenance reporting requirements. Analyzes financial data from reports and communicates information to the Director. Oversees development and completion of grant documents such as, daily, monthly, quarterly, and annual reports, as required.

  • Assists in the procurement of new vehicles, software, peripheral devices used in Transit vehicles including but not limited to: destinations signs, AVL systems, annunciators, APCs. Coordinates with vendors to assure operational success through maintenance of these systems. Assists in Project Management of Transit Projects associated with Grants.

  • Assists in the development of new route patterns and safe stop placement for the purposes of increasing Transit ridership and serving a growing community. Researches, evaluates, and recommends appropriate technological systems. Coordinates and communicates with other City departments (Information Technology, Planning & Development, Sheriff's Office, Marshall’s Office, Traffic Engineering, etc.) to further the transit mission and respond to operational conflicts.

  • Carries out supervisory responsibility in accordance with policies, procedures, and applicable laws. Oversees collections, verification, reporting, and deposits for Transit revenue.

  • Gathers and maintains statistical information to support reporting requirements. Works with other staff to obtain required project data by preparing funding data and required agreement amendments.

  • Maintains news alerts and announcements to communicate route changes to the public through the transit app and on-board announcements. Maintains vehicle destination signage to reflect current route names and information.

  • Performs other duties of a similar nature or level.


Education: BS/BA degree in Business Administration, Accounting, Transit Planning, Public Administration or related occupational field of study.

Experience: Five (5) years of previous work experience with federal grants management, business administration, accounting contract compliance, or transit planning.

  • Grants management, research, grant writing and budgets; ability to read, interpret, and analyze contracts.

  • Knowledge of local codes, ordinances, and state and federal laws affecting municipalities.

  • Knowledge of rules, regulations, and guidelines prepared by state and federal agencies in relation to transportation.

  • Advanced computer knowledge including word processing, spreadsheet applications, and database programs.

  • Ability to communicate effectively, including presentation abilities.

  • Ability to plan, organize, prioritize, coordinate, multi-task, meet deadlines, and work with attention to details; ability to use good judgment and problem solving skills and the ability to maintain confidentiality.

  • Familiarity with government procurement regulations, including federal, state, and local levels.

  • Knowledge of the practices of research, statistical and data analyses, and report summarization.

  • Travel required from office to other locations occasionally and travels out of town to meetings, conferences, etc.

This position requires staff call up in emergency situations and some travel from office to other locations.

  • Physical Abilities: Tasks require the ability to exert light physical effort in sedentary to light work. Some tasks may involve extended periods of time at a keyboard or work station.

  • Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
