JOB SUMMARY: Assist the Director of Transportation with performing administrative and supervisory duties as needed to plan, organize, and coordinate the day-to-day delivery of in-house and contracted transportation services assigned, including Dispatch, Bus Operators and Transportation Supervisors and other support staff that is assigned. This position requires a high-degree of initiative and leadership.

ESSENTIAL FUNCTIONS:

1. Set the tone and be a role model for a positive organizational image and be an agent for change and process improvement; provide supervision, guidance and direction to assigned personnel including, but not limited to, Dispatchers/Supervisors and is responsible to create the monthly supervisor schedule.

2. Manage the direction and priorities for the day-to-day operations of dispatch with a goal of providing safe, reliable, customer focused, and efficient bus service.

3. Assists with "opening" and "closing" supervisor duties when needed; provide route coverage during periods of operator shortages.

4. Ensures proper route coverage within given financial parameters.

5. Maintains constant contact with dispatch if a run and/or route could not be filled before its scheduled departure from base or if a developing problem occurs.

6. Ensure the accuracy of records such as (but not limited to): time sheets, overtime controls, route/service performance, attendance, other fillable forms necessary for documenting accidents, incidents, injuries, etc.

7. Conduct new hire interviews when filling vacancies, assist with training of new employees; assists with ensuring the selection of adequate drivers.

8. Assist, coach, and direct Operators while in the field, random review of pre-trip inspections, vehicle cleanliness and proper completion of work records and reports.

9. Ensures that all routes have properly assigned vehicles and operators.

10. Coordinate with designated Fleet Maintenance Manager on the scheduling of critical vehicle maintenance needs for safety reasons/defects.

11. Enforce policies and procedures related to service operations, communicates policies and procedures to all operation personnel, and administers policy and procedures consistently and effectively. Responsible for operations disciplinary actions to ensure that they are justified, completed thoroughly and free of errors.

12. Confirm the proper investigation of customer complaints, including supporting videos and documents. Make recommendations for coaching opportunities, retraining or disciplinary action. Follow-up with customers to ensure that the complaints have been addressed and feedback has been provided.

13. Responsible for monitoring, counseling, and team building to encourage outstanding customer relations and achieve operational performance goals (e.g., on-time performance, employee retention and recruitment, and safety) as established.

14. Supervise and assist Operators in the performance of daily requirements. Recommend retraining, counseling, or other appropriate actions when necessary.

15. Responsible for preparing and updating all attendance, discipline, and other required reports through computer input.

16. Manage and oversee employee development through performance evaluation, counseling, and merit reviews.

17. Prepare and review daily and monthly reports.

18. Schedule operations personnel for all required meetings while meeting manpower requirements.

19. Respond to after-hours emergencies regarding security incidents (theft, vandalism, etc.) involving Tulsa Transit personnel, facilities, and/or equipment.

20. Responsible for performing duties in accordance with company policies and within the boundaries of the labor contract.

21. Ensure employee compliance with company policies and procedures and state and federal laws, including, but not limited to, reviewing surveillance videos for compliance. 22. Assist Director of Transportation in responding to employee/union grievances, and participating in arbitration hearings, workers' compensation proceedings, and unemployment hearings.

23. Assist the Director of Transportation, when needed, in coordinating the investigation of security incidents (theft, vandalism, etc.) involving Tulsa Transit personnel and/or equipment.

OTHER JOB FUNCTIONS:

1. May transport passengers, staff, or others when needed.

2. Must report to work on a regular and timely basis.

3. Performs other incidental duties as may be assigned including internal and external working groups/committees.

REQUIREMENTS:

Knowledge – Bachelor’s Degree or a minimum five years of experience in transportation or similar operation. Three years of experience in a supervisory capacity. Possess working knowledge of the Tulsa Transit system and the Tulsa metropolitan area. Must have good working knowledge and understanding of company policies, work rules, and the union contract. Must hold a current CDL A or B Driver’s License with passenger endorsement, or obtain one within ninety (90) days. Must be able to competently operate all MTTA buses.

Mental Effort - Must have the ability to communicate effectively with staff and the public. Individual must have capacity to deal with more than one problem at a time and deal calmly and professionally with employees and the public under stressful situations.

Physical - Must be able to pass a DOT physical examination and perform various physical activities that include sitting and driving for long periods. Must be able to withstand uncomfortable weather conditions, bend, squat, and kneel with no restrictions and no impairment in movement of the head or eyes.

Audible/Visual Demands - Requires ability to hear telephone and directions given; visually perform essential functions for satisfactory job performance. Ability to view visual display terminal for extended periods.

Miscellaneous - Must be willing to work evenings and weekends and travel to meetings when necessary. Must be safety conscious and avoid accidents if possible.
