OVERVIEW: Serves on six-person First Transit management ream responsible for operating the State-owned fixed -route bus transit systems serving greater Hartford, New Haven, and Stamford, CT, including the CTfastrak BRT. This is our company’s largest TM location with over 500 buses and over 1,200 employees. Areas of responsibility for this position include finance/budget, payroll, workers compensation claims, liability claims, pension plans, human resources, information technology, with more than 27 employees among the three divisions.

DUTIES AND RESPONSIBILITIES:
Serves on the executive team responsible for leading a safe, customer service driven, and efficient public transit operation.

Direct reports include the Director of Finance, Director of IT, Director of HR, Pension Manager, Workers Compensation Program Manager, and three Claims Managers.

Specific functions include, but are not limited to:
  • Monitoring the budget and budget preparation, payroll, money room, accounts payable and receivable for issues and resolution.

  • Monitoring Pension plans (salary, union) and 401K plan, serves on Union Pension Plan Board of Trustees.

  • Monitoring and communicating with health care broker, provides oversight to health care trends, issues

  • Monitoring administration of employee benefits

  • Assist in new farebox technology implementation including smart card and offsite ticket sales

  • Monitoring workers compensation program administration

  • Monitoring liability claims offices and administration

  • Monitoring Human Resources department, including hiring, EEO, CHRO complaints, lawsuits, employee investigations, employee training, FMLA, ADA, etc

  • Monitoring the IT Department, include plan and procedure development.

  • Proactively evaluate processes and procedures to improve efficiencies.

  • Foster strong working relationships.

  • Provide liaison with outside agencies including other transit systems and State DOT regarding relevant issues.

  • Performs other duties and responsibilities as assigned or required

QUALIFICATIONS:
  • Bachelor’s degree or equivalent experience.

  • Exceptional written and verbal communication skills.

  • Knowledge of accounting; knowledge of transit system accounting preferred.

  • Minimum five years of management experience with including supervision of technical and professional staff in the public transit field preferred.

  • Exceptional analytical skills.

  • Exceptional problem-solving skills.

  • Ability to represent the organization in a variety of public forums, demonstrating diplomacy and tact.

  • Ability to manage multiple projects.

  • Knowledge of IT and claims is highly desirable.

  • Knowledge of Human resource management, federal and state laws, and best business practices.
