DESCRIPTION
GCTD seeks an experienced Accounting Manager to undertake full-cycle accounting, including day to day accounting management, assisting with the financial and tax reporting, journal entries, consolidations, cash management and the continual improvement of internal control policies and processes.

This single position class is distinguished with responsibility to plan, organize, control, and direct GCTD business operations including financial functions of fiscal and accounting services, facilities, and other related operational functions.

ESSENTIAL FUNCTIONS
The Accounting Manager may have responsibility for some or all of the following functions:
  • Design and maintain accounting information systems to produce timely and relevant financial data for internal decision-making purpose and for meeting agency, regulatory and other external requirements. Oversee and manage cash flow, purchasing, accounts receivable and accounts payable.
  • Responsible for all the day-to-day accounting duties and responsibilities.
  • Provide leadership, direction support and training to accounting staff.
  • Plan, organize, control and direct business support operations including general accounting, internal and external audits, payroll, purchasing, accounts payable, fiscal services; develop and document standard accounting procedures; validate accuracy of account balances and other financial data; prepare or analyze financial data as it related to the financial status.
  • Responsible for the daily activities and work product integrity of accounting; budget monitoring; ensure the timely and accurate preparation of cyclical financial reports for operations and identify variances and coordinates with departments to manage the variations; prepare the ledger entries, original entries, reconciliations, and trial balances; and develop and enforce fiscal control and reporting policies, procedures, practices and forms.
  • Plan and coordinate the fiscal year-end process to assure the accuracy of the annual financial statements; plan and coordinate the annual audit; and assist the eternal audit firm in drafting the annual financial report.
  • Continually demonstrate the highest standards of business ethics, accuracy, and precision, and working knowledge (or aptitude to learn) Government Accounting, GAAP, regulations related to FTA, TDA, IRS, and other required reporting requirements.
  • Prepare and submit required governmental reports, such as quarterly reports for Federal Transit Administration and annual report for State Controller.
OTHER JOB FUNCTIONS
May be assigned other managerial and administrative responsibilities.

MINIMUM QUALIFICATIONS

A Bachelor’s Degree from an accredited college or university in Accounting, Finance, or Business Administration; AND a minimum of (4 years) of increasingly responsible experience in accounting is required. Some experience in a supervisory capacity is preferred.

Licensing as a Certified Public Accountant (CPA) or equivalent is desirable but not required.

Knowledge of:
  • Experience creating financial statements and understanding of their interrelationships
  • Experience with general ledger functions and the month-end/year end close process
  • Principles and practices of governmental administration in relation to accounting, purchasing and financial reports.
  • Electronic data processing techniques related to accounting procedures and practices.
  • Applicable Federal, State and local laws, rules and regulations pertaining to transit operations.
  • Modern information systems, including accounting and financial software

Ability to:
  • Communicate effectively, precisely and persuasively both written and orally.
  • Perform technical accounting work and resolve accounting problems.
  • Detect possible weaknesses of internal controls or standard accounting procedures.
  • Understand administrative policies and their impact on routine accounting functions.
  • Analyze a variety of complex administrative and organizational problems and to make sound policy and procedures recommendations
  • Relate a broad range of facts to establish a big picture approach to fiscal analysis.
  • Assist and/or develop routine and non-routine comprehensive fiscal reports.
  • Operate a Windows-based PC system and utilize spreadsheet and analytical software.
  • Establish and maintain effective work relationships with other employees, officials, vendors, banking community, and the general public.
  • Evaluate, audit, deduce, and/or assess data and/or information using established criteria.
  • Exercise independent judgment to adopt or modify methods and standards to meet variation in assigned objectives.
  • Exercise the judgment, decisiveness and creativity required in situations involving evaluation of information against measurable or verifiable criteria.

LICENSES AND OTHER REQUIREMENTS:
Ability to obtain and maintain a valid California driver’s license.
