Under the direction and oversight of the Director-Operations Control Center, the Operations Control Center Supervisor is responsible for safe, efficient, and reliable daily operation of the Operations Control Center (OCC) in accordance with NCTD requirements and procedures and applicable federal, state, local, and regulatory laws, rules, or guidelines.

Distinguishing Characteristics
This position is distinguished by its responsibility and authority for direct coordination of communications and management between bus and rail modal dispatchers, operations, safety, and security staff communications during revenue service as well as the management of accidents, incidents, and service disruptions. This position is designated as Safety-Sensitive in accordance with Federal Railroad Administration (FRA) and Department of Transportation (DOT) regulations and will participate in a random testing pool under those guidelines.

Supervision Received and Exercised
This position reports to the Director, Operations Control Center and has direct supervisory responsibility for Dispatchers and Assistant Dispatchers. This position will also provide oversight and guidance to other NCTD and Contractor staff who are stationed in the Operations Control Center. This position requires the ability to learn, comply, and enforce regulatory requirements and standard operating procedures in a comprehensive and consistent manner. Further, this position is required to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.

Working Conditions
Normal working conditions for this position are in both an office and field setting. Business travel may be required periodically between District sites, governmental agencies, consultants' facilities, and other locations as required.

Examples of Duties: Essential Functions
Duties may include, but are not limited to, the following:
  • Responsible for oversight of NCTD's OCC which supports service management for transit operations which includes the dispatch passenger and freight services and bus operations.

  • Initiates and coordinates activities to prevent or mitigate the impact of service disruptions.

  • Ensures that all rules, regulations and instructions are complied with in accordance with the Federal Railroad Administration (FRA), California Public Utilities Commission (CPUC) and NCTD policies and procedures.

  • Supports compliance and timely execution of standard operating procedures, emergency plans, and special instructions.

  • Coordinates with Human Resources to conduct post-incident, reasonable cause, and random drug screens per 49 CFR Part 219.

  • Assists in the training for Dispatchers/Assistant Dispatchers.

  • Administers efficiency testing program for Train Dispatchers and advances the necessary actions to improve performance.

  • Maintains and disseminates daily reports.

  • Assists in the management and maintenance of Train Dispatcher territory-qualification records.

  • Identify patterns of service disruptions/failures and takes action to advance business improvement and or corrective actions.

  • Performs fitness-for duty checks and job briefings for dispatchers.

  • Supports the Information Technologies Division in the management of the Train Management Dispatching System (TMDS) and Positive Train Control (PTC) System.

  • As needed due emergency staffing shortage or other critical situation, responsible for fulfilling Train Dispatcher duties to control and direct train movement on NCTD subdivisions.

  • Monitors response times for contract maintenance personnel.

  • Supports the planning and management of work windows and special projects.

  • Hires, trains, supervises, reviews, disciplines, and terminates subordinate staff as needed and in accordance with District policy.

  • Perform other related duties as assigned.

Qualifications: Education/Experience
  • Bachelor's Degree in business, public administration or transit related field is desired.

  • Minimum of seven (7) years professional experience working in a rail or bus transit environment.

  • Minimum three (3) years prior experience working as a rail dispatcher.

  • Experience in bus dispatch operations preferred but not required.

  • A minimum of two (2) years' experience in a supervisory role, preferably in transit operations
A combination of experience/skills and education to fulfill the requisite knowledge, skills and abilities for this position may be considered.

Certificates/Licenses
  • Must be General Code of Operating Rules (GCOR) qualified or become GCOR qualified within 30 days of hire date

  • Must become qualified on the Train Dispatcher Manual (TDM) within 30 days of the hire date

  • Must become qualified to work as a dispatcher on the NCTD system within six months of hire date

  • Must become a qualified testing officer under 49 CFR Part 217 within six months of hire date

  • Possess and maintain a California driver's license, Class C, and a satisfactory driving record for the last five years.

  • Maintain compliance with the District's policies regarding Conflict of Interest and Ethics.

General Requirements
  • Strong knowledge of rail passenger service delivery, preferably in the both the commuter and light rail domains.

  • Strong knowledge of railroad operating rules (GCOR), Train Dispatcher (TDM) guidelines, Positive Train Control (PTC) procedures, Computer Aided Dispatching (CAD-TMDS) system procedures, and Federal regulations (CFR) concerning Train Sheets and Hours of service.

  • Knowledge of principles of bus, commuter rail, and hybrid rail operations, communications and control centers, and field operations in a public transit environment including safety requirements.

  • Understanding of industrial safety and general safety rules and regulations.

  • Knowledge of two-way radio operation, procedures, phraseology and technical equipment.

  • Fundamental understanding and application of Incident Command System (ICS), National Incident Management System (NIMS), and California Standardized Emergency Management System (SEMS).

  • Ability to learn and competently apply the procedures and operation of radio and other operational communication systems.

  • Experience with using track bulletins, train dispatcher bulletins, special instructions and other forms of operational updates.

  • Ability to effectively forecast impact to customers during service disruptions based on information provided.

  • Foresight, knowledge, and sound judgment in organizing, coordinating, and solving problems during fluid situations.

  • Ability to create and maintain good working relationships through excellent communication and teambuilding skills, including the ability to engage successfully with both internal and external contacts and the public.

  • Strong communication skills, both verbal and written, including the ability to prepare and deliver clear and concise reports.

  • Strong analytical and critical thinking skills; ability to gather, organize, analyze, and present data to appropriate sources.

  • Demonstrated use of discretion and judgment in execution of duties.

  • Must be able to handle demanding deadlines and changing priorities in an often-stressful work environment.

  • Demonstrated proficiency in computer software programs including the Microsoft Office Suite.

  • Availability by phone and ability to respond in person to system emergencies and system problems at any time and under any weather or time-of-day circumstances.

The employee must possess the ability to use the phone and computer for extended periods, manual dexterity to complete clerical functions and work with office equipment, and lift equipment up to 25 pounds on a daily basis. The employee must be able to physically travel between District locations and other destinations, work in evenings when required, work in hazardous conditions, and negotiate a variety of different and irregular terrain as is typical along a railway right of way. The employee may be subject to fumes, odors, dusts, gases, chemicals. The employee must be able to walk, climb, balance, bend, carry, push, reach, sit, and stand.
