Since 1971, Hopelink has served homeless and low-income families, children, seniors and people with disabilities in the north and east King County, WA. With service centers in Redmond, Bellevue, Kirkland, Shoreline and Sno-Valley (Carnation), we are the largest nonprofit organization in the area. Hopelink programs and services focus on five key areas: food, financial assistance, housing & family development, adult education & employment and transportation/mobility. Programs are aimed at helping people achieve stability, and helping them gain the skills and knowledge they need to exit poverty for good.

Hopelink’s Mobility Management team empowers people to change their lives by facilitating access to the community. We do this by (1) providing travel education and resources to build awareness of existing transportation options; (2) supporting the coordination of special needs transportation through cross-sector collaborations; and (3) gathering data and needs assessment to recommend and implement improved services. We work to make it easier for all people to get around King County through innovative, collaborative problem solving.

The position provides staff support to Community Van projects on behalf of Hopelink and in contract with King County Metro. The Mobility Program Supervisor is responsible for the coordination of Community Van activities, including outreach and education, marketing communications, volunteer recruitment and training, and trip scheduling. The Mobility Program Supervisor advocates for those who need transportation, facilitates discussion, teaches, connects, and partners with organizations to champion transportation solutions. The ideal candidate will be resourceful, self-motivated, and possess an enterprising spirit and passion for making an impact in the local community.

Essential Functions:
(Note: Any one position may not include all of the functions nor do the listed functions include all tasks that may be found in positions of this class.)
  • Facilitates the deployment of Community Van projects for King County. Identifies stakeholders and partnership opportunities, develops customizable communication materials, and oversees ongoing project management deliverables. Currently this role manages the Duvall and Shoreline-LFP Community Van programs.

  • In coordination with King County Metro and local jurisdiction partners, assists customers with Community Van by promoting trip options, assisting with coordinating trips, recruiting drivers and other program related needs. Additionally, this role will assist in promoting other transportation products and options available within the community.
  • Distributes transportation materials such as brochures, schedules, maps, and fare payment methods. Creates and revises program materials to meet targeted client and partner needs.

  • Leverages existing channels of communication to promote transportation options, i.e., organizational social media such as Facebook, newsletter(s), and organizational website(s). Develops distribution lists.

  • Coordinates, implements, and evaluates outreach events to promote the Community Van, increase ridership opportunities, and recruit volunteers.
  • Oversees Community Van volunteer drivers, including recruitment, training, retention, and monitoring of volunteer driver procedures. Serves as day to day contact for program volunteers; maintains and communicates current list of volunteer opportunities.

  • Updates program contacts, performs data entry, creates reports, and maintains trip schedules.

  • Ensures the vehicles’ cleanliness is maintained, are stocked with items needed for trips, safe keeping of van keys/Voyager cards, and works with Metro staff to coordinate van maintenance.

  • This position is a Service Critical Employee with specific attendance requirements. More information is available in the Hopelink Adverse Weather Policy.

    • Employee must report to work site during their scheduled hours, regardless of weather conditions or other emergencies.

    • Manage own transportation needs in adverse weather, including possible limitations to public transportation options.

    • Have a specific plan to address any other possible attendance barriers that arise during adverse weather and other emergencies, such as disrupted utilities or public services, road closures, school closures, etc.

Required Qualifications:
  • Bachelor’s degree or an equivalent combination of education, work experience, and/or military service.

  • Strong leadership skills with a talent for building professional relationships and the ability to work collaboratively on projects.

  • Experience with community outreach and marketing.

  • Skilled in effective action planning and project implementation.

  • Experience collecting and analyzing data, defining problems, identifying potential solutions, developing implementation strategies, and evaluating outcomes.

  • Proficiency with a personal computer and Microsoft Office software.

  • Must be able to travel via personal vehicle to offsite work locations or meetings within the region on a regular basis. Mileage reimbursed.

Preferred Qualifications:
  • Skilled in event coordination and public engagement.

  • Experience recruiting, training, and retaining volunteers.

  • Knowledge of passenger transportation services in King County and Puget Sound, including human service transportation.

  • Experience working with diverse communities, preferably low-income, older adults, people with disabilities, immigrants, refugees, youth, and/or veterans.

  • Experience with Microsoft Office 365, Mailchimp, VolunteerHub, and/or Salesforce a plus.

  • The noise level in the work environment is usually moderately quiet in a cubicle work space.

Licenses, Certificates and other requirements:
  • Travel as necessary within or outside of King County via automobile. 50-60% of time spent traveling in Duvall, Shoreline, and greater King County region.

  • A valid Washington State driver’s license and reliable personal transportation are required (travel expenses are reimbursed).

  • Proof of personal automobile liability insurance.

  • A clean driving record as will be determined by King County Metro.

  • Must pass criminal background check through the Washington State Patrol.
