WORK OBJECTIVE:
This is professional administrative and management work assisting the Manager, Metro Rail, in carrying out the activities necessary for effective and efficient performance of rail functions. An employee in this class assists the Manager, Metro Rail, through personal attention to administrative details including operational planning and direction. The incumbent has direct supervisory responsibility over supervisors and staff. Considerable independence of judgment and actions are inherent at this level, and authority is delegated commensurate with this high degree of responsibility. Duties are performed under the direct supervision of the Manager, Metro Rail, and are reviewed by conferences and results obtained.

ESSENTIAL FUNCTIONS:
The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification.   • Plans, organizes, supervises and coordinates the operations and maintenance of the rail transportation services.

  • Develops, plans, recommends and implements policy, procedures and solutions to operational issues and problems.

  • Develops operator safety, maintenance safety and customer service training programs; evaluates effectiveness of training programs; investigates accidents and reviews accident reports completed by subordinates for accuracy and thoroughness.

  • Monitors and enforces compliance with Authority rules, policies and procedures, labor agreements, federal, state and local legislative and regulatory mandates.

  • Acts as liaison regarding operational and maintenance matters with other transportation agencies, governmental agencies and community organizations and makes presentations before external agencies.

  • Initiates and directs route and patronage surveys; develops effectiveness and efficiency measures.

  • Evaluates route and scheduling structures; plans, develops and recommends new and alternative routes.

  • Supervises scheduling and dispatching.

  • Oversees vehicle and route maintenance and transit operations safety program.

  • Formulates department’s operation and capital budget and monitors actual expenditures against budgeted expenditures.

  • Participates in union labor contract negotiations and personnel administration.

  • Establishes departmental goals and objectives and ensures that they are met (e.g., assigns work; adjusts work assignments to maintain work flow and meet deadlines; establishes priorities; establishes and issues policies and procedures).

  • Interfaces with other departments.

  • Perform additional duties and tasks as assigned.

KNOWLEDGE, SKILLS and ABILITIES:
Knowledge of transportation system operations, including principles of organization, routing and scheduling. Knowledge of principles and practices of supervision including employee relations, performance evaluation, employee motivation and training, delegation and employee discipline. Knowledge of federal, state and local laws, legislative mandates, policies and guidelines related to the operation of a public transportation system. Knowledge of principles and practices of safe working practices in transportation operations. Ability to plan and supervise the work of subordinate staff including: coordinating, prioritizing, assigning, monitoring, and evaluating work; hiring, training, counseling, and disciplining staff; and processing grievances. Ability to analyze and recommend solutions to complex operational and personnel problems and issues. Ability to make sound decisions, establish and maintain procedures for effective daily operation of the transportation system. Ability to establish and maintain effective working relationships with subordinates, employees, outside agencies, vendors, and the public. Ability to interpret and enforce Authority rules, policies, labor agreements, and memoranda of understanding. Ability to operate a computer including word-processing, spreadsheet and database software applications. Ability to communicate clearly and effectively orally and in writing.

MINIMUM QUALIFICATIONS:
A Bachelor’s degree in public administration, business administration, engineering or related field and six (6) years of progressively responsible experience in transportation, including at least two years of supervisory experience, or an equivalent combination of education, training and experience.

PHYSICAL REQUIREMENTS:
Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).

ENVIRONMENTAL REQUIREMENTS:
Work is performed in usual office conditions with rare exposure to disagreeable environmental factors.
