The City of Rochester is now offering three openings within our Public Works-Transit Division. The Transit Operations Manager will provide management and planning for the public transit and facilities and supervise the Transit Operations Specialist and Transit Grant Specialist. These opportunities seek candidates who are collaborative, dedicated, and innovative, and they require a varying degree of experience.

Transit Operations Manager: Responsible for the management, planning and administrative oversight of public transit and facilities. Responsibilities include, conducting short-term and long range service planning and improvements to the transit program; overseeing transit operations, grants programs, and budget preparation; supervising employees; representing the department with various groups, agencies, and public stakeholders; coordinating and supervising the work on various planning projects; and ensuring compliance with federal and state laws, program and plan requirements.

Minimum Qualifications:A Bachelor's Degree in urban and/or transportation planning, geography, public administration, business administration, or related field AND four years of progressively responsible work experience in public transportation development, oversight, interpretation, and implementation of rules and regulations with at least two of those years being in a supervisory role.

Transit Operations Specialist: Oversees the daily operations of the public transit system for the City of Rochester. This role interacts with contracted transit service partners, coordinating the operations of transportation services for fixed route and paratransit services. Typical duties include, coordinating service routes and scheduling; long range service planning; responding to customer inquiries; developing and evaluating RFPs and monitoring compliance with federal and state transit laws. The position will participate in the implementation and assessment of operational goals, implementation of procedures, and will provide oversight in the implementation of various work plans needed to support the budget.

Minimum Qualifications:A Bachelor's Degree in urban planning and/or transportation planning, public administration, business administration or related field AND three (3) years of progressively responsible work experience in transportation.

Transit Grant Specialist: Administers state and federal grants related to public transit and facilities for the City of Rochester. Typical duties include, preparing and submitting grant applications and grant contracts; preparing required reporting and invoicing; monitoring and updating grant budgets; and ensuring post-award projects are in compliance with federal and state laws, program and plan requirements. This position works with the City's Finance Department on balancing grants and operation budgets.

Minimum Qualifications:A Bachelor's degree in Transportation, Public Administration, Transportation Planning, Business Administration, Accounting, Finance, or other related field AND two (2) years of full-time employment experience in grants administration OR public transportation.
