Santa Barbara Metropolitan Transit District (MTD) is seeking a human resources professional with senior level generalist experience. This is a full-time exempt position with an emphasis on leading projects of varying size and complexity, directly reporting to MTD’s Human Resources and Risk Manager. The ideal candidate will have expertise in support of a wide range of HR functions, including employment, recruitment, testing, benefits, classification, compensation, employee relations, labor relations, accommodations and interactive processes, and/or affirmative action/equal employment opportunity. You will need to easily communicate complex ideas to a variety of levels of stakeholders, and end users, including MTD’s Board of Directors, executive team, internal customers and members of the general public. You must have the ability to drive programs forward using excellent time management skills to function in a fast-paced environment with minimal direct supervision, while working co-operatively with department team members to meet deadlines and project timelines.

General Responsibilities:
  • Oversee and facilitate concurrent compliance projects, as example, Staff Employee Handbook, I-9 Audit, Injury and Illness Prevention Plan, Classification and Compensation, and EEO, while remaining flexible with changing priorities.

  • Evaluate gaps and opportunity areas uncovered in projects and make recommendations for initiatives to develop these areas and implement change.

  • In coordination with the HR & Risk Manager, advise the General Manager and Department Heads on employee relations matters.

  • Establish and maintain confidential files and records, and perform administrative tasks such as data entry, and the writing and distribution of correspondence and other documents.

  • Make oral presentations to MTD’s Board of Directors as necessary.

  • Recommend and implement improvements and discipline procedures in a labor represented environment.

  • Ensure that human resources functions, including record keeping, talent development, promotions, terminations, etc. are all conducted in accordance with all applicable Federal and state labor laws, and district policies, procedures and collective bargaining agreements.

Qualifications - Required
  • A minimum five (5) years of experience at the full professional level in human resources administration, or any combination of education and experience to fulfill the duties of the position.

  • Proven experience applying the principles and practices of supervision including leadership, team building, conflict resolution, training and performance evaluation.

  • Advance level proficiency with current office software programs (Excel, Word, PowerPoint, Access, Outlook) for presentations, email, spreadsheets and databases.

  • Possession of, or ability to obtain, a CA driver's license.

Qualifications – Preferred
  • Bachelor’s Degree in Human Resources Management, Business Administration, Public Administration or related field.

  • Prior transit or public agency human resources experience.

  • PHR or SPHR certificate.

  • Membership in human resources organization such as SHRM or PIHRA.

  • Courses or training in employment law.

Ability To
  • Correctly interpret, explain, and implement Federal and state labor laws, as well as District and departmental policies and procedures.

  • Compile, review, analyze, and interpret application materials, employee records, testing and other selection methods and models, and related documentation.

  • Independently research and compile data and information, apply analytical skills, compose reports, correspondence, and other documents, and presentations.

  • Maintain strict confidentiality.

  • Maintain composure and present self in a professional appearance and demeanor in general everyday setting, and in stressful situations.

  • Effectively handle multiple assignments and perform with speed and accuracy under time pressures and deadlines.

  • Communicate effectively in English both orally and in writing in a business environment and present information clearly and concisely to various audiences, including internal customers, agency board of directors, outside vendors and the general public.

  • Respond to the needs of various District departments in a timely manner; and establish and maintain effective working relationships with District staff.

Working Conditions
In general, the following physical demands are representative of those that must be met by an employee to successfully perform the essential functions of this job. The primary work location is in a general office environment. The job is not subject to significant occupational or environmental hazards; may drive district vehicle while conducting district business. Hear and speak sufficiently to articulate information in person, and by telephone. Vision is within normal range with or without correction; sit or stand for extended periods of time, walk on uneven surfaces; use hands to handle, feel and operate standard office equipment including work assigned computer; mental capability to use or apply analytical reasoning and concepts, read and interpret documents, observe and interpret people and situations, perform detailed on multiple concurrent tasks. Ability to move/lift 25 pounds. Hazard exposure to traffic, fumes, and dust, dirt, and computer screens.

Salary Range: $65,000-$75,000 Annually
