KL2 Connects LLC has been retained by Central Midlands Regional Transit Authority (CMRTA or “THE COMET”) to recruit its next Planning and Development Manager. CMRTA provides mass transportation services in Richland and Lexington counties in the Columbia metropolitan area of South Carolina.

Under the direction of the Executive Director/CEO, the Planning and Development Manager will: manage THE COMET’s planning, implementation, and analysis of transit service delivery (including fixed route, demand response, and innovative mobility services); develop operational service planning studies; analyze performance data and key performance indicators; coordinate programs related to bus stops and transit center shelters; and ensure compliance with Federal and State rules and regulations regarding public transportation and ADA Standards for Transportation Facilities. He or she will lead planning and development department functions (service planning, scheduling, capital programs, short- and long-range planning) and coordinate with other department heads.

This position requires a Bachelor's (Master’s preferred) in Urban Planning, Transportation Planning/Engineering, or a related field plus five (5) years professional experience in transportation planning, urban planning, or transportation engineering experience, preferably in public transit organization. Preferred certifications include AICP, CTP, and PTP, and familiarity with transit or transportation system activities and functions is highly desirable. Essential to successful performance in this position are excellent writing skills and independent professional judgment. (An equivalent combination of education, experience, and training may be considered.)
