Basic Functions
Performs travel demand forecasting functions to support major transit investment studies and provides technical input to short- and long-term service improvements on METRO's fixed route system. Assist in transit network coding, preparation of demographic and network related model inputs, summarizing travel model results, displaying model data in technical memos. Assist with developing short- and long-range regional mobility plans based upon the results of the travel demand analysis. Assist in the identification and conceptual development of capital facilities and capital improvements and provide technical and data support for a wide variety of planning studies. Provide technical assistance in reviewing MPO (Metropolitan Planning Organization) travel model results related to Air Quality Conformance analysis and long-range transportation plans. Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.

Responsibilities and Specific Duties
  • Assists in applying and maintaining METRO's regional travel model and coordinating model improvement tasks with the MPO.

  • Prepares travel model inputs and executes model runs to support different planning studies.

  • Assists with ridership projection, fleet requirements, and operating statistics for various multimodal transit projects.

  • Assists in the preparation of ridership forecasts required for the Clean Air Act conformity and other air quality analyses.

  • Be familiar with METRO's GIS system as it relates to transportation networks, small area demographics, and travel forecasting.

  • Assists in coordination with regional partners and other METRO departments in developing the regional activity-based model, Origin-Destination & Household travel surveys and assumptions for air quality analysis.

  • May serve as Project Lead or support on METRO's planning studies and required environmental analyses as directed.

  • May assist in agency grant writing efforts.

  • Prepares administrative and technical reports on new or existing projects, programs and policies.

  • Reviews and analyzes data on economic, social, and physical factors affecting the development of the regional transit system.

  • Provides planning and technical input to support the functions of various METRO steering committees such as Title VI and regional on-board Origin-destination survey, and any Census Bureau updates

  • Assists Senior Planner with overseeing consultants, scopes of work, prepares project milestones/schedules, project budgets.

  • Assists in coordinating planning activities with area associations, community groups, local and state and agencies as needed.

  • Prepares and conducts presentations on METRO's activities to internal and external groups as required.

  • Responds to public, leadership staff and Board Member inquiries.

  • Promotes safety awareness and follows safety procedures in an effort to reduce or eliminate accidents.

  • Performs other job-related duties as assigned.

Minimum Qualifications/ Requirements
Bachelor's degree in Public Administration, Environmental Planning, Urban Planning, Transportation or related field.

Minimum of three (3) years' experience in transportation, regional planning or related field. One (1) year of internship in a Masters' degree program in related field may be considered in lieu of 1 of the 3 years of work experience. Experience in performing transportation and transit corridor planning, travel demand modelling preferred. Working knowledge of CUBE Software a plus.

Proficient with data base software and Microsoft Office Suite is desired. General knowledge in Activity Based Model and basic knowledge of statistics desired. Good verbal and written communication skills. Professional certifications: AICP desired. Must have good interpersonal skills and ability to work well in a team.
