GENERAL SUMMARY:
Under supervision of Director Systems Safety & Certification, and general administration of Assistant Vice President of Capital Program Support of the Dallas Area Rapid Transits (DART) Growth/Regional Development (GRD) department. Incumbent directs and manages activities and personnel engaged in Systems Start-Up, Integration, Testing, and Light Rail Vehicle (LRV) Systems Engineering activities associated with DART major capital projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  1. Directs development and management of the agency's System Safety Program, Systems Integration Testing Program, and Start-up coordination activities. Establishes processes, methodologies for formalized testing, evaluation and acceptance for Rail Transit, Sub-Systems for LRV, Commuter Rail, and Streetcar.

  2. Directs activities of System Integration Group (SIG), Start-Up Team (SUT) and assigned DART Operations and Maintenance personnel augmenting System Integration and Testing.

  3. Supports/participates in Construction Safety and Security Program (CSSP)

  4. Supports/participates in System Safety Certification Program (SSCP)

  5. Directs development, implementation, evaluation, and revision of policies, procedures, standards and publications relative to System Integration, Testing (Integrated Test Plan) and applicable engineering.

  6. Supports development of hazard analysis processes, programs and methodologies as defined in PHA, OHA, FTA, FMEA, FEMCA, MIL-STD-882 and other applicable State, Federal and Agency requirements.

  7. Reviews and approves contractor Submittals, Programs, Processes relative to Hazard Analysis Program. Assures development, reporting and retention of documents, reports, logs, relative to System Integration and Testing.

  8. Develops technical reports, formal presentations, etc. Interfaces with Federal (FTA, FRA) and State (Texas), Safety Oversight (SSO) and Project Management Oversight Committee (PMOC) representatives and officials.

  9. Chairs Rail Activation/Start Up task Force meetings, and actively participates in authority sponsored safety committees i.e., Bus, Rail, RSC, DSC, in addition to contractor meetings and committees. Prepare agendas and publishes reports/minutes.

  10. Liaison for DART Procurement for developing Specifications, Exhibits, Clauses, and associated System elements for contract solicitations.

  11. Develops and implements Operations Plans and procedures to efficiently transfer completed capital projects to the DART Operations and Maintenance departments.

  12. Liaison between GRD division and DART Operations and Maintenance departments during rail related projects and developments.

  13. Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
  1. Bachelor's degree from an accredited college or university in Engineering, Industrial Safety, or related field.

  2. Eight (8) years progressively responsible systems engineering and systems integration management experience to include a minimum of four (4) years managing activities of personnel engaged in systems engineering and systems integration management activities within transit or related field in order to obtain a comprehensive understanding of policies and procedures to be followed.

  3. Valid Texas Class A, B, or C drivers license, no Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, not more than one (1) DWI on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) consecutive months in order to operate DART non-revenue vehicles.

  4. Excellent written and oral communications skills to effectively communicate with all levels, both inside and outside DART. Must possess strong interpersonal skills to effectively communicate with all levels of employees, vendors, contractors, a culturally diverse community, and others both inside and outside of DART when discussing technical information, interacting in meetings, or explaining policies and procedures.

  5. Ability to be dedicated to meeting the expectations and requirements of internal and external customers.

  6. Ability to provide challenging and stretching tasks and assignments to direct reports; supports equal and fair treatment and opportunity for all; cooperates with the developmental system in the organization.

  7. Ability to settle disputes equitably; can find common ground and get cooperation with minimum noise.

REPORTING RELATIONSHIP:
Reports to Dir Construction Safety & Certification

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
