The Road Safety Inspector is an essential contributor to the Operations team at Access Services. Reporting to the Senior Road Safety Inspector, the Road Safety Inspector is largely responsible for conducting driver observations, assisting contractors and customers in emergencies, collision and incident investigations, safety evaluations, audits of driver post-accident training, and monitoring trips to and from events. This position performs critical road safety investigations, ensures drivers possess training qualifications, and makes recommendations to ensure Access drivers possess road safety competency.

Operations is a vital branch at Access Services and is largely responsible for maintaining transit abilities. The Road Safety subdivision monitors six regions throughout LA County. When joining the Operations team at Access Services your contributions will directly enhance the safety of our riders and drivers alike.

WHO WE ARE:
Access Services, a local public entity, is the Los Angeles County Consolidated Transportation Services Agency ("CTSA") and administers the Los Angeles County Coordinated Paratransit Plan ("Plan") on behalf of the County's 45 public fixed route operators (i.e., bus and rail). Pursuant to the Plan, Access facilitates the provision of complementary ADA paratransit services to certain persons with disabilities as required by 42 U.S.C. §12143 under the name "Access Paratransit." Paratransit is an alternative mode of flexible passenger transportation that does not follow fixed routes or schedules.

OUR LOCATION:
Access Services headquarters is located in METRO's Division 9, El Monte Station. The new El Monte Station, which opened on October 14, 2012, was expanded to more than double its size, with a two-level bus terminal station with 29 bays. The state-of-the-art facility, the largest west of Chicago, is a major regional transfer center serving 22,000 Metro, Foothill Transit, El Monte Transit and Greyhound passengers daily, with the potential to accommodate nearly twice that capacity. The El Monte Station connects the San Gabriel Valley to Downtown LA and the rest of the Metro bus and rail system via the Metro Silver Line. Additionally, adjacent to the El Monte Station a new development, Gateway Plaza, is in the construction process and will be a complex combining residential and commercial spaces. Transportation, shopping, and dining – all within short walking distances.

Examples of Duties
Duties may include, but are not limited to, the following:
  • Conduct collision and incident investigations and monitor contractor investigations.

  • Monitor safety-related issues in the field for investigation and resolution.

  • Coordinate missing passenger activities in the field.

  • Conduct safety evaluations for passenger pick-up and drop-off locations including stands.

  • Conduct vehicle safety inspections, and when appropriate, order unsafe vehicles out of service.

  • Coordinate risk management requirements with contractor.

  • Under extreme circumstances, transport customers to their destination.

  • Monitor contractor road supervisor's response to collisions and incidents.

  • Monitor drivers in the field per Standard Operating Procedures and SmartDrive trends.

  • Investigate passenger complaints related to safety.

  • Audit driver post-accident training completion.

  • Attend and participate in driver safety meetings at contractor locations.

  • Attend and participate in monthly Safety Steering Committee meetings.

  • Perform other duties as directed by the Senior Road Safety Inspector or Management.

  • Work closely with internal staff and contractor staff.

  • Participate in emergency/disaster preparedness drills and assist in actual emergency/disaster response activities.

  • Document all monitoring and auditing activities in reports, memorandums, presentations, emails, etc. as directed.

  • Distribution of work location will be 90% in-the-field and 10% in-office.

  • Work hours and days will range within the 24-hour, 7-day a week, 365-days a year operation.

Typical Qualifications
A combination of education, experience, and training that has provided the necessary knowledge, skills, and abilities is required for entry into the classification. Reasonable accommodations to enable qualified individuals with disabilities to perform the essential functions may be made. A typical combination includes:

Education: High school diploma or equivalent required. An associate's degree in public administration or the completion of 60 units of college coursework from an accredited college is desirable.

Experience: Five (5) years of experience in public or community transportation, transit or paratransit contract administration or direct transit operations; two (2) years of driving revenue service; and at least one (1) year experience as an on-the-field Road Supervisor. An equivalent combination of education and experience may be considered.

License/Certificates:

At the time of application:

A current, valid, and non-restricted California Class C Driver License is required. Additionally your established driving history must be clear of the following:
  • Suspensions for any reason within the past five (5) years;

  • Have no more than three (3) points within the past five (5) years; and

  • No two (2) point violations.

  • No accidents which applicant contributed to cause within 3 years from your application date.

  • Have appeared in court as required.
Prior to appointment to the position:
  • Candidates must provide proof of a California Class C Driver License.
Upon appointment to the position:
  • Required to maintain a valid California Class C Driver License.

  • Completion of (or ability to complete within the first three months in the position) of National Incident Management System (NIMS) ICS Certifications in the following courses: 100, 200, and 700.

  • Transportation Safety Institute (TSI) Certification in Train-the-Trainer Driver Training is preferred.

  • Completion of (or ability to complete within the first six months in the position) the Transportation Safety Institute (TSI) Certification in Fundamentals of Collision Investigation.

  • Safety Sensitive position – subject to Drug & Alcohol random testing.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of:
  • Standard business operating software, including word processing, spreadsheet, and database programs.

  • Handheld radio devices and radio protocol.

  • Defensive driving and vehicle safety.
