CLASS CONCEPT
Under general policy direction of the CEO/General Manager, plans, organizes coordinates and review the fiscal, budget and financial activities of the Agency; and to perform related work as required. Responsible for the development, administration, measurement, communication and execution of financial plans or budget programs applicable to transit operations and capital programs.

DISTINGUISHING CHARACTERISTICS
Chief Financial Officer is responsible for the financial operations of the Agency, and the ongoing development and monitoring of control systems designed to preserve company assets and report accurate financial results. These functions are performed under the guidelines of the Federal Transit Administration, California Transportation Development Act, and various other federal, state, and local laws.
  1. Prepares professional financial and management analysis work of a difficult and complex nature. Incumbent works independently on projects and activities related to the planning, development, monitoring and reporting on performance and delivery of the operating and/or capital budgets/programs. Responsible for the planning, development, documentation, support, and implementation of Agency budgets affecting the delivery of SunLine’s programs on a monthly, quarterly annual and multi-year basis.

  2. The Chief Financial Officer supervises, coordinates, and provides oversight and direction for Agency’s short and long-range budgeting and financial planning activities. This position reviews, analyzes and develops recommendations to support actions, policies, and management decisions pertaining to complex budget issues; develops alternative methods to costing operational and capital investment strategies that benefit the Agency; and formulates budgetary strategies, procedures and guidelines.

  3. Employee is self-motivated and prepares clear and meaningful analyses of SunLine’s budgets including, but not limited to, assumptions, operating revenues and expenses, staffing, procurement, capital project and program management/delivery, risks, and other areas.

  4. Coordinates, directs and provides guidance to professional staff in activities associated with the development and implementation of SunLine budgets, including the operating budget, capital programs, and reimbursable budgets. These activities include preparation of summary and detailed budgets, appropriate supporting documentation, and financial analysis and presentation materials.

  5. Provides input and supports the development of oral, written and visual presentation materials for Board Committees. Presents and justifies budgets and budget initiatives.

  6. Supports the preparation of Business Plans and other multi-year planning documents linking the Strategic Plan with budgets and financial plans. Provides assistance quantifying actions and strategies contained in the business plans for incorporation in the Agency’s annual operating and capital budgets. Monitors, evaluates and reports on the implementation of SunLine’s Business Plan to ensure that the plan’s objectives are being met.

  7. Analyzes and maintains an overview of operating, capital and reimbursable programs to assure establishment and achievement of long and short term goals.

  8. Works with program staff to develop meaningful performance metrics to measure program delivery and enable the Agency to report on program success and opportunities for improvement.

  9. Participates and takes a leadership role in team management approaches on a departmental and Agency-wide basis.

  10. Leads change initiatives and process improvement activities to help the Agency achieve its goal of sustainability and long term financial viability.

  11. Prepares ridership and revenue estimates on a current and long term basis. Provides analysis of ridership and revenue trends on all SunLine services.

  12. Manages, coordinates and evaluates the preparation of monthly financial statements which include operating expense and capital cost components and deliverables. Directs and provides support and guidance to professional staff responsible for financial analysis and narrative explanations of issues which impact the SunLine’s financial condition and program delivery.

  13. Ensures coordination and consistent treatment of financial information that impacts the operating budget and capital programs. Develops practices and procedures to ensure that accounting activities for such budgets are made in a manner that is consistent with the overall financial objectives set forth for the Agency, such that financial reporting of actual activities can be measured against approved financial plans, forecasts, and budgets.

  14. Establishes and maintains liaison with SunLine officers and senior management, as well as senior staffs of Federal, state, and local jurisdictional agencies.

  15. Develops statistical models for evaluating the financial impact of internal and external variables on budget initiatives, strategies, risks, and the financial health of the Agency. Develops and recommends alternatives and options for management consideration.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Plans, directs, organizes, executes and evaluates the overall financial and budgetary activities of the Agency.

  2. Manages the fiscal function of the Agency.

  3. Manages grant funding and reporting requirements

  4. Manages all external financial reporting and audit requirements of the Agency

  5. Establish reporting monitoring and accountability systems that will ensure highest standards of financial integrity are being attained.

  6. Provides demographic, strategic planning, financial and/or budgetary resource planning information.

  7. Provides strategic policy information to ensure the best use of Agency resources.

  8. Reviews, analyzes, and monitors annual departmental budgets.

  9. Identifies problem areas and proposes solutions.

  10. Oversees data collection and analysis; and recommends improvements to operating systems.

  11. Ensures that Agency complies with all legal and regulatory requirements.

  12. Report financial results to CEO/General Manager and Board of Directors.

  13. Maintain relations with external auditors and investigate their findings and recommendations.

  14. Monitor cash balances and cash forecasts.

SUPERVISION RECEIVED/EXERCISED
Receives general supervision by the CEO/General Manager. Exercises direct supervision of Deputy Chief Financial Officer and other finance staff.

QUALIFICATIONS

Knowledge of:
  1. Governmental accounting and financial planning.

  2. Data collection and statistical analysis.

  3. Strategic planning goals and objectives.

Ability to:
  1. Act as an innovative change agent to successfully translate Agency financial policy to finance staff and to other staff as needed.

  2. Plan, direct, organize and manage the financial and budgetary planning of the Agency.

  3. Prepare, review, present and monitor complex budgets.

  4. Identify budgetary or financial problems and develop and recommend solutions.

  5. Communicate effectively orally and in writing.

  6. Exercise appropriate judgment in answering questions; analyze and project consequences of decisions and/or recommendations.

Education, Training and Experience:
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a recognized four-year college or university with a major in finance, public administration or business administration and ten years of progressively responsible financial duties, and at least five years of which were at a management or supervisory level; or an equivalent combination of training and experience. Experience with a public transportation agency is preferred.

Licenses; Certificates; Special Requirements:
A valid California Class C driver’s license and the ability to maintain insurability under the Agency’s vehicle insurance policy.
