SALARY RANGE:
Minimum: $119,000.00
Mid: $154,000.00
Maximum: $189,000.00

POSITION PURPOSE
The Chief People Officer (CPO) is responsible for playing a leadership role in striving to make HART an employer of choice by developing and maintaining a Culture of Excellence. The CPO supports departments in recruiting and building high-performing teams that are empowered to achieve excellence and are passionate about delivering an extraordinary customer experience, continuously growing and developing skills and capacities, and working collaboratively to create solutions. As a rapidly growing organization with extensive human capital needs from the frontlines to executive management, the CPO will serve a critical function that will have immediate and lasting impact on HART's ability to achieve success and scale operations.

ESSENTIAL JOB FUNCTIONS
  • The CPO reports directly to the CEO and works closely with the Executive Leadership Team and cross-departmental staff on a variety of strategic staffing, development, and employee engagement initiatives, as well as counsel and support on matters relating to human resources issues, policies, and procedures.

  • The CPO will provide guidance and mentorship to a team of human resource professionals in the areas of talent acquisition, training, and professional development, administration, labor relations, diversity and inclusion, performance management, compensation and benefits.

  • As a transformative leader, the CPO serves as a change agent and strategic partner for organizational and culture change throughout HART, with responsibility for developing, implementing, and communicating long-term and strategic human resource goals consistent with HART's mission, vision, and values.

  • The CPO will work collaboratively across the organization to build HART's capacity to continuously deliver outstanding service through effective succession planning, leadership development, and performance management.

MARGINAL FUNCTIONS
  • Performs other work-related duties as assigned.

REQUIREMENTS

Education and Experience
  • Bachelor's degree in Business Administration, Human Resources, or related field is required.

  • At least 12-15 years of experience in resource planning, development of strategic HR initiatives, employee benefits, labor unions, talent management and recruitment.

  • A minimum of five (5) years of progressive experience at a management level supervising multiple areas of staff.

Machines, Tools, & Equipment Used
  • Ability to operate small office equipment, including copy machines or multi-line telephone systems, as well as a computer for both data entry, word processing, and/or accounting purposes.

Licenses/Certifications
  • Valid Florida Driver's License or be able to obtain one within in 10 days of hire or moving to the State of Florida.

  • PHR/SPHR/SHRM Certification is strongly preferred.

QUALIFICATIONS

Knowledge, Skills and Abilities
  • Demonstrated ability to analyze and identify organizational develop needs and implement programmatic solutions that are culturally appropriate for the Authority.

  • Ability to revise current Agency policies, procedure, rules and regulations.

  • Ability to manage, liaise, coordinate and direct the work of outside legal counsel.

  • Ability to work in collaboration with management while implementing best HR practices.

  • Ability to provide functional guidance for administrative support needs for the department.

  • Exceptional PC skills working with Microsoft Word, Excel, Power Point, Visio and the Internet. Excellent verbal and written skills.

  • Ability to negotiate collective bargaining agreements.

  • Ability to implement change management principles.

  • Ability to scope, document and implement effective, complex projects.

  • Ability to create departmental budget and budget projections.

  • Proven presentation and facilitation skills.

  • Knowledge of Human Resources Management principles, laws, procedures and best practices.

  • Knowledge of Labor and employment laws at the federal, state and local levels.

  • Knowledge of Principles, practices and standards of human resources administration.

  • Knowledge of State and federal regulations.

  • Knowledge of Agency policies, procedures, rules and regulations.

  • Knowledge of principles of business and public administration and of employee relations methods and techniques.

  • Knowledge of organizational structure, methods and problems of organizations, workflow and operating procedures, as well as management principles and practices; working knowledge of research techniques and statistics.

  • Knowledge of customer service methods and techniques.

  • Knowledge of budgeting policies and practices sufficient to review and analyze reports, operating budgets and internal fiscal documents.

  • Experience with report preparation.

  • Knowledge of supervisory principles, methods and techniques.

  • Knowledge of utilizing personal computer software programs affecting assigned work, in compiling, and preparing spreadsheets.

  • Experience establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.

  • Experience preparing and analyzing complex data and numerical computations and comprehensive reports.

  • Ability to maintain confidentiality and communicate with tact and diplomacy.

  • Knowledge of overseeing the operations, programs, and services of the HR Division.

PHYSICAL DEMANDS/WORK ENVIRONMENT
  • Work is performed in a standard office environment.

  • Ability to hear, see, speak, and perceive color, depth and texture.

  • Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.

  • May be exposed to potentially intimidating and/or unreceptive members of the public; may occasionally be exposed to dangerous machinery, extreme weather conditions, extreme noise and physical harm.
