Under the general direction of the Director of Facilities and Project Management, the Quality Control Supervisor – Facilities monitors Facilities Maintenance Contractors service and performance reports, and oversees a variety of activities ensuring the District’s properties and facilities are maintained and operated in a safe and efficient manner - to include all aspects of the maintenance and repair of building, grounds, transit stations, transit platforms and fixed equipment to ensure that they are maintained in a safe and operational condition, in compliance with the specifications and regulations of the Federal Transit Administration (FTA), the California Public Utilities Commission (CPUC), other governing agencies, and NCTD’s contracts.

Distinguishing Characteristics
This position is distinguished by its responsibility for monitoring, auditing and reporting on contractors engaged to provide facility maintenance, operations and projects that support the Facilities Management Plan. This position will require activities and support, both in the field and at work site locations, to include enforcing compliance with applicable contract provisions.

Supervision Received and Exercised
This position reports to the Director of Facilities and Project Management. S/he has no supervisory authority but will provide information and oversight to NCTD staff and contractors, as needed. This position will coordinate work and or projects that impact all areas of NCTD operations, including those aspects that are contracted with private companies. Further, this position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.

Working Conditions
Normal working conditions for this position are in both an office and field setting. Business travel may be required periodically between District sites, governmental agencies, consultants’ facilities, and other locations as required.

EXAMPLES OF DUTIES

Essential Functions
Duties may include, but are not limited to, the following:

• Monitor and report facility and maintenance safety and contract compliance.

• Maintain quality control of construction workmanship and materials, acting as the liaison between project manager and contractor, as needed.

• Monitor contractor compliance with contract agreements, NCTD Maintenance Plan and applicable governing agency regulations.

• Coordinate with relevant NCTD staff and contractors regarding their needs and priorities for facilities maintenance and repair.

• Keep abreast of applicable federal, state, and industry regulations, rules, standards and accepted best practices to assure ongoing NCTD awareness and familiarity with all regulatory issues.

• Plan, develop and schedule work that supports the cleaning, repairing and maintaining the condition of buildings, structures, grounds and related equipment for NCTD operations.

• Monitor and oversee the work of maintenance contractors.

• Monitor and inspect the day-to-day bus and rail maintenance facilities, stations, and other NCTD buildings to evaluate service quality and compliance with contract and regulatory requirements, and system safety standards.

• Assist in developing and implementing program specifications to ensure safe practices and consistency with industry standards.

• Assist in developing and implementing equipment specifications.

• Pursue resolution and correction of facility deficiencies, including management of projects, as needed.

• Prepare audit processes and findings report.

• Manage and configure ongoing audit processes to reflect evolving best practices and regulator trends.

• Serve as a liaison with applicable agencies and industry representatives.

• Manage safety review and certification process for District assets and operations.

• Respond to calls 24 hours a day, 7 days a week.

• Perform other related duties as assigned.

QUALIFICATIONS

Education/Experience

• Bachelor’s Degree in related field strongly desired.

• Minimum six years directly relevant experience required, as per below:
  • Knowledge of facility maintenance principles,

• Public transportation system (private or public including experience with bus and rail facilities) preferred.

A combination of experience/skills and education to fulfill the requisite knowledge, skills and abilities for this position may be considered.

Certificates/Licenses

• Possess and maintain a California driver’s license, Class C, and a satisfactory driving record for the last five years.

• Maintain compliance with the District’s policies regarding Conflict of Interest and Ethics.

General Requirements

• Possesses knowledge of methods, materials, tools, practices, occupational hazards and safety precautions used in the maintenance and repair of electrical and mechanical equipment and in janitorial and grounds keeping work.

• Is familiar with building hardware, fixtures, and equipment including HVAC systems.

• Understands, applies, and implements administrative policies, practices, and procedures.

• Is familiar with office procedures and the maintenance of records.

• Is able to plan, supervise, and coordinate a facilities maintenance program.

• Works independently in identifying the need for and developing proposed changes to operating practices.

• Manages budgetary needs, monitors expenditures and takes corrective action when needed.

• Has exceptional communication skills, including both orally and in writing.

• Establishes and maintains cooperative relationships with those contacted in the course of work, including outside contractors.

• Is familiar with pertinent code and regulatory requirements of agencies such as the FTA, FRA, CPUC, OSHA, EPA, and California Code of Regulations.

• Is able to create and maintain good working relationships through excellent communication and teambuilding skills.

• Possesses strong analytical and critical thinking skills; ability to gather, organize, analyze and present data to appropriate sources, ability to interpret and apply local, state, and federal rules and regulations accurately and effectively.

• Must be able to manage and maintain simultaneous, transitional, and emerging priorities.

• Demonstrates proficiency in computer software programs including the Microsoft Office Suite.
