Anticipated Salary Range: $75,000 - $100,000 Annually

The Regional Transit Authority in New Orleans is a political subdivision of the State of Louisiana charged with providing safe, efficient, and reliable public transportation in the City of New Orleans and the surrounding parishes. The Regional Transit Authority was created by state legislation in 1979 and commenced operation in 1983. For the first time in the agency’s history, we are building a robust, in-house staff to manage the day-to-day affairs of the agency and the Director of Procurement is seen as a key position in building out the full range of services to be directly provided by the Authority.

Role and Responsibility
The Director of Procurement reports directly to the CFO and is responsible for directing the Authority-wide procurement, contract administration, purchasing, and material management program, and related procurement information support systems.

Responsibilities include:
  • Develop and implement an Authority-wide Contract and Procurement procedures manual.

  • Serve as Lead Department Representative and work with the Information Technology Project Team on developing, testing, and implementing the procurement information support system modules. Focus on streamlining the Department’s paper flow, accelerating requests and orders, improving the response time and automating the approval routing process, and monitoring service completion, inventory depletion and replacement, payment status and closures.

  • Develop a training program for users on the procurement process and include hands-on demonstrations on how to access the Department’s services on-line.

  • Identify and implement programs to reduce costs and improve the availability and quality of goods and services.

  • Prepare the annual and long-range budget program and assist other Departments in this area.

  • Managing, maintaining and updating RTA’s procurement software management system, Procureware.

  • Establish criteria for the purchase of RTA assets, supplies and services.

  • Provide technical assistance to Departments regarding procurements and solicitation documents.

  • Supervise and where applicable, coordinate the development of all contracts with the RTA General Counsel. Standardize formatting of contracts.

  • Redesign the Department’s organizational structure to serve as a central Contracts and Procurement services operation to focus on improving customer services. Cross train employees in various functions of the organization increasing/enhancing response time, just-in-time inventory management, customer relations, vendor relations, etc.

  • Improve the Department’s records management system.

  • Manage Contracts and Procurement staff, recruit, hire, and discipline as applicable, and provide on-going training and staff development.

  • Manage and develop the Department’s budget.

  • Prepare and present written and oral reports to executive management as applicable.

  • Serve as lead contact for federal and other audits.

  • Perform other job-related duties in keeping with the goals and objectives of the RTA and Procurement Department.


Qualifications

Required
  • Seven (7) to ten (10) years of progressively responsible experience in directing, planning, and managing contracts, procurement programs or associated administrative function for a large organization.

  • Graduation from an accredited college or university with a Bachelor’s Degree in Business Administration, Public Administration, Finance, Accounting, Business/ Contract Law or closely related field.

    • A Master’s Degree in Business Administration, Public Administration, Finance, Accounting, Business/ Contract Law or closely related field highly preferred.

  • Must have broad knowledge of federal requirements, specifically the United States Department of Transportation/Federal Transit Administration, for contracts funded with federal financial assistance

  • Must have in-depth understanding of all federal, state and local procurement laws and guidelines affecting the RTA.

  • Demonstrated supervisory experience required
