SUMMARY
Works closely with Director of Long-Range Planning in the development of regional transit plans, designs and policy development. Manages operations of Transit Planning Consultants and staff involved in transit corridor planning projects. Reviews and evaluates consultants and staff work relative to data collection, transportation demand modeling activities, public involvement, alternative and selection/analysis, and National Environmental Protection Act (NEPA) processes and activities. Ensures that policies and procedures are properly implemented to conform to all applicable laws and regulations. Manages the administration and technical elements of planning studies, project scheduling and budgets. Represents the Authority as the primary point of contact for local, state, and federal partners on designated expansion projects. Coordinates project development work across departments at the Authority to inform appropriate stakeholders. Prepares presentations, workshops, etc. to relay technical and non-technical information that is necessary for review, reporting, and decision-making by Executive Management and the MARTA Board of Directors.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provides technical and project management oversight of transit planning studies and or projects.

  • Reviews and prepares conceptual planning and environmental documents for MARTA's expansion program, i.e. Streetcar, BeltLine, GA-400, Clifton Corridor and other transit expansion corridors.

  • Assists in the preparation of “Memoranda of Agreement” with appropriate stipulations, to mitigate unavoidable adverse effect of MARTA project impacting cultural resources as needed.

  • Assists and advises on environmental and historic preservation studies with various MARTA divisions and the Planning and Technical Assistance (PTA) Consultants as needed.

  • Conducts transit planning studies inclusive of transit feasibility studies, peer agency reviews, operations analysis and other transit related planning activities.

  • Leads and participates in internal and external public meetings, community meetings and other public outreach efforts.

  • Develops, reviews and evaluates scopes of work, project budgets and project deliverables.

  • Prepares and presents technical materials to MARTA staff, executive management and Board.

  • Conducts technical briefings to outside agencies, neighborhood associations and elected officials.

  • Provides regional liaison and planning coordination with the City of Atlanta, Atlanta BeltLine Inc (ABI), Atlanta Regional Commission (ARC), Atlanta-region Transit Link (ATL), Georgia Regional Transportation Authority (GRTA), Georgia DOT (GDOT), Federal Transit Administration (FTA), and other regional stakeholders/planning partners.

SUPERVISORY RESPONSIBILITIES
May supervise and/or facilitate employees or consultants with projects.

EDUCATION and/or EXPERIENCE
Bachelor's degree in Urban Planning, Environmental Science, Civil Engineering, or a closely related field. Master’s degree is preferred. Four years of progressively responsible professional experience in transportation planning (rail and/or bus systems planning and long-range forecasting) or an equivalent combination of education and experience required. Must have ability to effectively present information and respond to questions from management and executive staff. Must use personal computer and related software at an intermediate to advanced level. In lieu of degree, related experience is required on a year-for-year basis. PMP Certification is preferred.

Salary: $60,000 - $91,168
