SUMMARY
Directs the safe and efficient delivery of fixed-route bus service for MARTA, including oversight of the Authority’s bus radio communication center, which serves as the critical 24-hour communication link between all buses and operations. Provides leadership and direction to staff, including general superintendents, superintendents, division dispatchers, radio communication dispatchers, transportation supervisors, and bus operators. Develops and oversees implementation of transportation plans, programs, and procedures to support the Authority’s overall goals, objectives, and strategic plan. Coordinates the activities of Bus Transportation with other departments. Makes recommendations and presentations to the Board of Directors on matters pertaining to the Office. Ensures the staff meets or exceeds the Office’s goals regarding safety, quality, and efficiency. Develops the Office’s annual operating and capital budgets, manages activities within the approved budget, and plans future budget requirements. Represents the Authority to Local, State, and Federal governments and various professional organizations and groups. Ensures compliance with applicable Federal, State, and Local regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  1. Directs the safe and efficient delivery of fixed route bus service for MARTA, including oversight of the Authority’s bus radio communication center, which serves as the critical 24-hour communication link between all buses and operations. The center includes the MARTA Intelligent Transportation System (ITS) component that provides the Automatic Vehicle Locator System (AVL), the Automatic Passenger Counter System (APC), and a direct link to the Georgia Department of Transportation (GDOT).

  2. Provides leadership and direction to staff, including general superintendents, superintendents, division dispatchers, radio communication dispatchers, transportation supervisors, and bus operators.

  3. Develops and oversees implementation of transportation plans, programs, and procedures to support the Authority’s overall goals, objectives, and strategic plan. Coordinates the activities of Bus Transportation with other departments. Makes recommendations and presentations to the Board of Directors on matters pertaining to the Office.

  4. Ensures the staff meets or exceeds the Office’s goals regarding safety, quality, and efficiency.

  5. Develops the Office’s annual operating and capital budgets and manages activities within the approved budget. Plans and estimates future budget requirements for five and ten year periods.

  6. Represents the Authority to Local, State, and Federal governments and various professional organizations and groups.

  7. Ensures compliance with applicable Federal, State, and Local regulations related to service and facilities.

  8. Performs other duties as required.


SUPERVISORY RESPONSIBILITIES
Directly and indirectly oversees a staff of approximately 1346 personnel (exempt and non-exempt). Primary duty is the successful management of the Office of Bus Transportation, resulting in optimal service. Hires and develops subordinate personnel; sets standards and evaluates performance of employees; provides feedback, coaches, disciplines and discharges as appropriate.

Determines safe work methods and ensures that employees are notified of new and modified methods and trained on safety policies and procedures. EDUCATION and/or EXPERIENCE
Bachelor’s Degree in Business or Public Administration, Transportation, Engineering or a related field. Must have at least ten years of increasingly responsible experience in transit management in the area of fixed route operations within a transit agency or in any comparable public or private organization in a unionized environment. Must have successfully demonstrated the ability to develop and manage operating and capital budgets, training programs, and human relations functions. Directly related experience may be substituted for a degree on a year-for-year basis.

LANGUAGE SKILLS
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

MATHEMATICAL SKILLS
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
