SUMMARY This position is responsible for the oversight of all safety and quality assurance activities at MARTA, with emphasis on safe delivery of services, workforce safety, environmental safety and risk management programs. This position provides general oversight, statutory compliance, coordination and integration with MARTA’s system safety programs and directly related operational and administrative projects and programs. Ensures that all safety and QA programs and initiatives are effective, efficient, and compliant with all applicable federal, state, and local laws and regulations and directly aligned with MARTA’s Strategic Plan and associated goals and objectives. This position serves as a member of the Executive Management Team and works collaboratively with all departments to integrate safety and quality assurance programs with the MARTA overall business plans.
ESSENTIAL DUTIES AND RESPONSIBILITIES (These duties are not to be construed as exclusive or all-inclusive, and do not include marginal functions of the position that are incidental to the performance of the essential job functions.)
- Directs and manages the operation and function of MARTA’s Department of Safety and Quality Assurance; directing the development, administration, implementation and integration of system-wide safety plans (including those mandated by FTA).
- Develops and implements Authority wide environmental safety and quality assurance programs to include safety policies, plans, and procedures; ensuring that such programs are in compliance with applicable federal, state and local laws/regulations.
- Develops and implements Authority wide Safety Management System (SMS) to effectively capture, manage, and analyze discrete data sets to trend and predict safety risks to prevent safety incidents from occurring or minimizing the impact to MARTA, its employees, patrons, and surrounding entities when incidents occur.
- Develops and implements proactive strategies, practices and resource allocation methodologies to ensure safety of MARTA’s workforce, customers and general public.
- Ensures coordination and cooperation between Safety and Quality Assurance and all other MARTA Departments and work units.
- Oversees development of emergency response programs and coordination with emergency response agencies.
- Provides leadership and coordination to various groups/committees whose primary focus is safety related matters.
- Ensures work carried out by MARTA employees, consultants, contractors, and subcontractors is monitored with regard to safety and quality and is performed in accordance with established standards.
- Participates in the strategic planning process to integrate safety and quality improvements with the MARTA overall business plans.
- Provides safety and quality related information and reports to the MARTA Board, Executive Staff, and federal, state, and local authorities.
- Develops, submits for approval, and implements operating and capital budgets for the Department of Safety and Quality Assurance. Manages the operation within approved budgets.
SUPERVISORY RESPONSIBILITIES Responsible for directing and managing the operation and function of the MARTA Department of Safety and Quality Assurance.
EDUCATION and/or EXPERIENCE Bachelor's Degree in Industrial Engineering, Systems Engineering, Physical Science, Business Administration, Public Administration or a related field is required. Registration as a certified Professional Engineer (PE), Certified Safety Professional (CSP) or comparable certification is highly desirable.
Ten years of progressively responsible professional experience in developing and implementing safety and quality assurance programs in a complex setting are required. At least five years experience as supervisor or manager of highly skilled/ technical professional staff are required. Experience attained in public or private sector transportation organizations is highly desirable. Experience managing and implementing safety and emergency management programs, working in multi-modal systems including heavy rail, light rail, bus, and paratransit systems is required. Experience in providing oversight in the area of risk management is highly preferable.
Extensive knowledge of local, state and federal laws regarding industrial safety and a working knowledge of the policies and guidelines of the Environmental Protection Agency is required. Direct knowledge and experience in developing and implementing system safety programs compliant with Code of Federal Regulations Part 674. Excellent verbal and written communications skills are required. In lieu of a degree, directly related experience may substitute on a year-for-year basis.
CERTIFICATES, LICENSES, REGISTRATIONS Registration as a certified Professional Engineer (PE), Certified Safety Professional (CSP), Project Management (PM), Six Sigma or comparable certification is highly desirable. Certifications as a Transit Safety and Security Professional (TSSP) and World Safety Organization – Certified Safety Executive (WSO-CSE) or other comparable certification or the ability to obtain one or more of these certifications is required.
SPECIAL REQUIREMENTS Personnel in this class will be required to successfully complete MARTA's Wayside Access training and may be called upon at any time to enter the wayside in performance of assigned duties. This will require knowledge of and ability to perform train-flagging procedures to control train movement for the protection of the individual or others on the wayside.
