DEFINITION

Reporting to the Chief Administrative Officer, the Instructional Design Manager (IDM) is responsible for leading oversight of the technical training pillar within the District, both for direct and contracted employees, to ensure development of high-quality learning environments that support the District's mission, vision, and business objectives. The IDM will conduct training needs assessments, oversee and/or guide technical subject-matter experts to create a training strategy that addresses skills gaps and to develop appropriate training materials, and evaluate training delivery and implementation.

Distinguishing Characteristics

This position requires an individual with strong instructional design and e-learning knowledge to ensure development of both instructor-led and interactive virtual training. The successful candidate must be able to build and maintain strong relationships with various stakeholders and subject-matter experts throughout the District and guide development and delivery of training which will be delivered to a wide range of individuals with diverse backgrounds and professional experience. Accountability for getting the job done with minimal supervisory oversight and the ability to thrive in a fast-paced work environment are essential.

Supervision Received and Exercised

This position reports to the Chief Administrative Officer but will also be required to collaborate with and take direction from the Chief Operations Officers, the Chief of Safety and Security, and Human Resources Manager. This position does not have any direct supervisory responsibility but will be required to provide oversight and guidance to NCTD staff in various departments as well as contractor staff, including site General Managers and Deputy General Managers. Further, this position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.

Working Conditions

Normal working conditions for this position are in both an office and field setting. Business travel may be required periodically between District sites, governmental agencies, consultants' facilities, and other locations as required. Transit operations are 24/7, 365 days per year which requires this individual to work a variety of days and shifts to ensure training is being properly implemented; this includes evenings, nights, weekends, and holidays as needed.

Examples of Duties

Essential Functions

Duties may include, but are not limited to, the following:

  • Oversees and/or directly leads the design, development, and delivery of a learning curriculum that will deliver pre-defined goals and metrics and support business needs while ensuring compliance with any legal, regulatory, and industry requirements.
  • Reviews training programs to ensure that content and quality meet District and course objectives, and are delivered by individuals qualified in both subject-matter content and training skills.
  • Partners with department managers, contractor managers, subject-matter experts, and organizational leaders to conduct training needs gap analysis.
  • Builds and maintains skills/competency framework used to establish career pathing for roles across the organization, both within direct and contractor arenas.
  • Leverages innovative instructional design methods to create engaging, outcome-driven, and proactive learning experiences.
  • Incorporates and champions the application of evidence-based methodologies in the design of training initiatives.
  • Identifies and implements process improvement strategies to expedite the production of training curricula and enhance the quality of materials being delivered.
  • Builds and fosters partnerships across multiple teams to review project deliverables and motivate completion of SME reviews.
  • Develops, monitors, and reports on key performance indicators (KPIs) with an emphasis on creating improved organizational performance and maximizing return on investment (ROI).
  • Develops and maintains a strong understanding of transit and rail industry job skills needs and training requirements to ensure maintenance of a responsive and industry-leading training program.
  • Maintains awareness of trends and technology available that could result in a reduced cost of training, makes efficiency improvements to current processes, and ensures that learning is fun and impactful.
  • Performs other related duties as assigned.

Qualifications

Education/Experience

  • Bachelor's Degree in Instructional Design, Organizational Development, Education, Learning Design, or a related field required.
  • Minimum of ten (10) years directly relevant prior experience, including experience in a hospitality, retail, and/or service-based environment required.
A combination of experience/skills and education to fulfill the requisite knowledge, skills and abilities for this position may be considered.

Certificates/Licenses

  • Certifications in programs such as 360 Feedback, MBTI, etc., strongly desired.
  • Possess and maintain a California driver's license, Class C, and a satisfactory driving record for the last five years.
  • Maintain compliance with the District's policies regarding Conflict of Interest and Ethics.

General Requirements

  • Strong experience designing, developing, and delivering instructional materials for technical content.
  • Demonstrated knowledge of instructional design, adult learning theory and principles, organizational psychology, and change management required.
  • Ability to translate technical terminology and requirements into terms easily understood by non-technical individuals.
  • Demonstrated experience with publishing and tracking learning objectives in a Learning Management System (LMS). Strong eLearning design and development skills.
  • Knowledge of transit and rail industry skills and training requirements desired.
  • Ability to manage ambiguous projects, identify and solve blockers and know when to escalate to keep the project moving forward.
  • Ability to create and maintain good working relationships through excellent communication and teambuilding skills, including the ability to engage successfully with both internal and external contacts and the public.
  • Strong analytical and critical thinking skills; ability to gather, organize, analyze, and present data to appropriate sources.
  • Ability to interpret and apply local, state, federal, and industry rules and regulations accurately and effectively.
  • Exceptional communication skills, both verbal and written, including the ability to prepare and deliver clear and concise reports.
  • Expertise and ability to demonstrate use of high-level discretion and judgment in execution of duties is preferred.
  • Ability to manage and maintain simultaneous, transitional, and emerging priorities.
  • Demonstrated proficiency in computer software programs including the Microsoft Office Suite.

Physical Requirements The physical demands described are representative of those that must be met by an employee to successfully perform the essential functions of this job.   • Ability to carry and operate a mobile on-call device.
