KEOLIS IS HIRING FOR AN OPERATIONS PLANNER AND SCHEDULER FOR OUR RENO LOCATION.

Position Summary:
The candidate in this position will serve as the scheduling expert on platforms such as GIRO’s HASTUS, Trapeze FX, and OptiBus. Core functionality requires an individual with advanced analytical aptitude, knack for relational association(s) between service design, trips, blocks, and runs, a passion for service reliability, cost efficiency, and schedule improvement.

Core Competencies/Responsibilities:
  • Supports the Transit Authority’s service planning, design and scheduling functions.

  • Supports the short & long range transit plan and other special projects.

  • Evaluates passenger load data to determine vehicle type assignments and service frequency.

  • Recommends schedule adjustments to client in accordance with actual running time patterns, passenger loads, planned service levels and span of service and the availability of equipment.

  • Reviews service for transfer opportunities at designated locations.

  • Recommends operational system changes and estimates cost of proposed service revisions.

  • Reviews client generated master schedules and bus blocking (currently generated in HASTUS) and makes recommendations that may improve service quality and or efficiency

  • Imports clients schedule data, prepares final vehicle schedules, crew schedules and constructs driver runs using a computerized scheduling program (currently OptiBus) in compliance with the union contract, state and federal law..

  • Participates in the preparation of the operator sign-up information.

  • Coordinates the schedule/routing change, preparing collateral information including supervisor guides, info posts, operator paddles, turn sheets etc. and distribution to designated personnel.

  • Works closely with Operations staff and consultants to analyze different scenarios and optimize work assignments under existing and projected staffing and fleet resources.

  • Assists with preparing data for downstream technology systems.

  • Prepares destination sign readings.

  • Reviews public guides, operator maps, info posts, service change fliers, supervisor's guides, and other schedule reports.

  • Assists with and distributes Summary of Schedules and annual National Transit Database (NTD) reports monthly and annually.

  • Analyzes ridership and running time data generated

  • Rides select bus routes to monitor and evaluate route performance.

  • Works closely with IT manager to update and maintain General Transit Feed Specification (GTFS) file and is responsible for updating the Agency's Google Transit profile and providing necessary documents for the Customer Information Center's trip planning software.

  • Compiles APC and bus stop data for spatial analysis utilizing Geographic Information Systems (GIS) to determine service productivity

  • Reviews existing run structure in order to improve service, equalize work and reduce costs.

  • Perform auxiliary scheduling tasks to ensure all operational data exported to internal and external stakeholders is accurate and timely.


Qualifications:
  • High school diploma or equivalent. Bachelor's degree from an accredited college or university in Business, Urban and Regional Planning or related field preferred.

  • Minimum year (1) years' work experience in transit operations and/or service scheduling and/or equivalent.

  • Knowledge of public transportation infrastructure and operations including network definition/development, service scheduling and development of vehicle and operator work assignments.

  • Working knowledge of Trapeze or other scheduling systems, Geographic Information Systems (GIS) and understanding of transportation logistics is preferred.

  • Experience utilizing HASTUS and/or OptiBus is a PLUS!

  • Strong skills in Microsoft office suite.
