BWP are currently representing a leading transport operator who have an exciting opportunity available in the Middle East for a Health and Safety Director.

Overview:
The purpose of this position is to exercise effective Health, Safety, Quality and Environmental Assurance leadership, and to plan, develop and manage the activities of the HSQE Department to meet all legal, certification, performance, stakeholder and other relevant requirements.

Key Responsibilities
  • In accordance with strategic guidance, review and interpret current and future HSQE demands in connection with business requirements and pending legislation and produce an Annual Health Safety Environment and Quality Plan (HSQEP).

  • Lead, motivate and reward the HSQE Directorate to deliver the Plan, develop the customer service culture and meet and continuously improve specified KPI targets within the Plan in accordance with the Annual Budget. Review the Plan in accordance with the continuous improvement methodology and make adjustments in order to deliver the KPIs in the Performance Plan

  • Develop the Integrated Management Systems with the support of the other directorates in order to obtain certification for ISO 9001, ISO 14001, OSHAS 18001, ISO 5500, ISO 11001 and to support the application Operating License from the SRO. Appoint and engage with an ICP in order to gain an operating License from the SRO in order to commence train operations in accordance with the Development Plan

  • Implement a program of internal and external audit and inspection of the activities of all Directorates to determine the effectiveness of, and compliance with, the organisation’s Performance Management Plan and other Plans, Policies and Procedures within the IMS;

  • Represent the organisation when meeting stakeholders and develop an excellent relationship with the Client and Customers and Community in order to enhance the organisations reputation and to foster a partnership approach to relationships

  • Contribute to the delivery of the Performance Plan by ensuring the conduct of the Environmental Sustainability Committee, Workplace Health and safety Committee, Executive Safety Committee, Joint Safety Committee. Collect data, conduct analysis and prepare reports and statistics on HSQE performance to support continuous improvement in accordance with the Performance Plan and the KPIs.

  • To be aware of, and play an active role in the development and implementation of the Integrated Management System and the content of the Health, Safety, Quality & Environment and Information Security Policy Statements, to ensure that these are implemented within their area of responsibility;

  • Understanding of personal responsibilities and contribution, and those of their staff (including subcontractors) in achieving compliance with the Integrated Management System and Competence Management System requirements, control measures and legal requirements by contributing to, or leading environmental impacts and aspects assessments, job safety analysis, information security risk assessments and competence assessments within their area of responsibility. Ensure that the results of such assessments are embedded in management systems, that these systems are communicated to those affected. Ensure that staff understand them and the potential consequences of departure from the arrangements in place;

Qualifications
  • Appropriate health & safety qualification at NEBOSH Diploma (UK) equivalent or degree level

  • A minimum of 15 years HSQE rail experience

  • Full membership of recognised professional body (eg CMIOSH)

  • Has experience of reviewing health and safety compliance to a recognised safety standard eg. OHSAS 18001. Proven knowledge and experience in implementing an operational risk management framework in relation to health and safety (or related discipline)

  • Risk and Hazard analysis qualification

  • Accident and Incident investigation eg. ICAM Lead Investigator

  • ISO9001 Lead Auditor


Knowledge and Skills
  • Highly developed knowledge of railway systems, particularly for Metro operations

  • Extensive knowledge of HSQE Management Systems, systems integrations and certification

  • Extensive knowledge of railway safety regulations, regulatory frameworks and interface management

  • Must be politically incisive in communicating effectively with government agencies, board members, media/press, contractors and staff;

  • Highly motivated and flexibility to work in a time-sensitive environment to respond quickly and effectively to unanticipated high workloads, events and emergencies;

  • Ability to think laterally and analyse and assess a range of information;

  • Ability to multi-task and analyse situations promptly and without bias so as to determine the proper course of action or alternatives without jepardising human safety, quality and the committed performance targets.
