GENERAL SUMMARY:
Under the general direction of the Executive Vice President of Dallas Area Rapid Transit's Growth/Regional Development department, directs and oversees the activities of personnel engaged in quality assurance, quality control, quality oversight, system safety certification, systems integration, construction safety functions, engineering document control, project controls and information technology functions. Also oversees the lessons learned process associated with DART's major capital projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  1. Establishes and secures approval of goals and policies for Growth/Regional Development QA, QC, QO, System Safety and Construction Safety programs, Systems Integration, Engineering Document Control, Project Controls, Information Technology, including the oversight of the Lessons Learned process with broad latitude for decision-making. Submits recommendations to Executive Vice President, Growth/Regional Development department for approval and/or Board of Directors for action.

  2. Assumes a leadership role in development, implementation, evaluation, and revision of policies, procedures, and standards that affect most, if not all, organizational components within the division and department. Provides input to a variety of departmental policies and procedures.

  3. Interviews, selects, develops, trains, evaluates, counsels, and if necessary, recommends the termination of subordinate personnel according to established policies, procedures and guidelines.

  4. Prepares a variety of reports for executive and senior management review such as resource allocation, budget, division activities, status reports, schedule updates, etc.

  5. Directs and oversees the development and implementation of the Growth/Regional Development quality program, systems safety and construction safety programs that establish quality and safety policies for capital programs.

  6. Directs and oversees performance of quality audits of professional services, construction and design contracts to verify compliance with contract quality requirements. Determines minimum quality outputs of contractors and/or consultants.

  7. Directs and oversees systems safety integration and certification, project controls, information technology and directs coordination with other DART departments, consultants, and external contacts.

  8. Oversees the development and implementation of operational plans and procedures necessary to efficiently transfer completed capital projects to the DART Transportation and Maintenance department.

  9. Coordinates all interfaces between Growth/Regional Development department and Operations and Maintenance departments during capital developments.

  10. Manages personnel who direct and evaluate activities of assigned professional safety consultants and contractor safety managers.

  11. Manages personnel involved in the performance of safety audits to ensure all safety related design requirements have been properly integrated into final construction contract documents. Oversees construction activities and tests of safety-critical safety inspections. Manages jobsite compliance with contractors administration of the Owners Controlled Insurance Program (OCIP) requirements.

  12. Remains current on new industry trends, methods, and technology by reading journals and reports and attending seminars and workshops both inside and outside of DART.

  13. Performs other duties as assigned.


MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may b e substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
  1. Bachelor's degree from an accredited college or university in Engineering, Science, Municipal/Corporate Planning, or related field.

  2. Twelve (12) years progressively responsible experience in industrial/municipal technical development of documentation for quality standards to include six (6) years supervising/directing professional programs.

  3. Valid Texas Class A, B, or C drivers license, no Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, not more than one (1) DWI on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) consecutive months in order to operate DART non-revenue vehicles.

  4. Proficiency with software applications to include word processing, database, spreadsheet and personal computer and established telecommunications equipment.

  5. Substantial interpersonal skill required to effectively communicate with all levels of supervisory and nonsupervisory employees, contractors, consultants, government entities, and others both inside and outside of DART.

  6. Ability to demonstrate a fiduciary obligation to section, division, department, and DART in handling materials and information of a confidential nature.

  7. High level of analytical ability is required to find solutions to complex interpersonal, technical, financial, legal, and administrative problems.

  8. Ability to be dedicated to meeting the expectations and requirements of internal and external customers.

  9. Ability to provide challenging and stretching tasks and assignments to direct reports; supports equal and fair treatment and opportunity for all; cooperates with the developmental system in the organization.

Reports to EVP Growth

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
